I. DESCRIPTION OF SERVICES

Office of the Attorney General of Texas requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Office of the Attorney General of Texas.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Office of the Attorney General of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Office of the Attorney General of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The OAG is requesting the services of a highly experienced project manager to fill the role of Legal Case Management Implementation Project Manager. The OAG will soon be implementing a solution for an enterprise-wide legal case management and collections system that supports an array of functions for various OAG divisions. The selected candidate will provide the following services:
Lead all phases of the Implementation from preparation through post-implementation.
Coordinate and collaborate with OAG's legal services divisions, executive leadership, as well as internal project managers and team members to implement change management, project planning, resource allocation, steering committee leadership, and team organizational structure management.
Manage inbound questions from internal stakeholders and work closely with stakeholders to address their business needs
Lead meetings to discuss issues, present findings and determine strategy for solutions
Document legal recommendations and communicate them to stakeholders within OAG using appropriate terminology and discretion
Work with stakeholders to identify risks to the business, conduct research and make recommendations for solutions
Represent legal divisions in the selection of proposed solution and ensure that end users requirements are understood and implemented
Maintain repository for project artifacts and create resources and processes to meet project needs
Identify and implement process improvements within the Legal Divisions and other stakeholders in other departments
Track implementation of business users recommendations to completion, and coordinate spot checks to ensure consistent adoption
Coordinate and support user-centric trainings and ensure materials are produced for internal teams and other departments
Work with Project Director to prepare status reports for management, Executive Steering Committee and Executive Sponsor covering all aspects of the project, including but not limited to project status, staffing issues/needs, resource needs, concerns, and risks.
Develop positive, strong, and collaborative relationships with cross-functional teams across organization to enhance effectiveness and ability to deliver on complex tasks.
Coordinate the design and development of operational and technical processes to address existing systems functionality, newly developed or procured systems, and remediation of legacy systems.
Collaborate with IT and Legal Divisions to configure and maintain tools and technologies that increase efficiency and value to the business.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:

III. TERMS OF SERVICE

Services are expected to start 10/01/2021 and are expected to complete by 08/31/2022. Total estimated hours per Candidate shall not exceed 2080 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Office of the Attorney General of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 300 W. 15th Street Austin, TX 78701. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Office of the Attorney General of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Office of the Attorney General of Texas.
V. OTHER SPECIAL REQUIREMENTS
Establish project's direction and goals to align the agency's business and technology needs.
Develop a project plan that incorporates timelines, priorities, and resources for both the affected business areas and the IT team to ensure the successful implementation of a new legal case management system and the remediation/replacement/decommissioning of all other ancillary systems and processes currently related to the agency's active legal case management systems
Facilitate meetings, documentation, and distribution of meeting proceedings and action items.
Identify key business functions and stakeholders to participate in workgroup sessions.
Participate in gathering new or validating requirements with business area and IT subject-matter experts (SMEs). Participates and oversees translating the client's business requirements into specific systems, applications or process designs.
Coordinate and conduct review sessions with various Initiative stakeholders and executive leadership.
Provide leadership and direction to other members of the project team, key stakeholders, other agencies, and third-party vendors, and align people with the project's goals and agency's needs.
Communicate to project team members, stakeholders, customers, and the Executive Steering Committee in a clear and effective manner.
Facilitate communication and collaboration and negotiate effective strategies between business areas, stakeholders, process owners, and project teams in a practical, realistic way to address business and technology goals and needs.

VI. ADDITIONAL TERMS AND CONDITIONS

Initial Term and Renewal

The Contract shall begin upon issuance of a purchase order and the initial term shall end on August 31, 2022. The Contract may be renewed for two (2) optional, one (1) year terms with the first optional renewal term beginning on September 15, 2022 and concluding on August 31, 2023, subject to funding by the Legislature and approval by the OAG.
