SALARY RANGE: $83,300.00 - $112,700.00
DISTINGUISHING FEATURES OF THE CLASS: The work involves managing projects of varying scope in a cross functional environment for information technology (IT) programs and projects of varying scopes in a cross-functional environment in the Health Information Technology (HIT) Department at the Erie County Medical Center Corporation. The incumbent manages a number of projects and their scope, schedule, budget and staff. Work is performed under the general supervision of the Director of Project Management - Health Information Technology. Supervision is exercised over a team of departmental staff and consultants as they perform work related to the assigned projects. Does related work as required.

MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Master's Degree and two (2) years of information technology or closely related professional* project management experience, of which included both experience with healthcare information systems and experience in the design, development and implementation of information technology systems; or: Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and four (4) years of information technology or closely related professional* project management experience, of which included both experience with healthcare information systems and experience in the design, development and implementation of information technology systems; or: Graduation from a regionally accredited or New York State registered college or university with an Associate's Degree and six (6) years of information technology or closely related professional* project management experience, of which included both experience with healthcare information systems and experience in the design, development and implementation of information technology systems; or: An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
*NOTE 1: Professional experience is defined, for qualifying purposes, as experience which requires specialized and theoretical knowledge usually acquired through college education or through that experience and other training which provides comparable knowledge. Professional experience in general involves independence of action and personal responsibility for actions.
NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

TYPICAL WORK ACTIVITIES:
- Manages a number of information technology (IT) projects with an emphasis on efficiency and quality outcomes and performance in compliance with schedule, cost, scope, etc.;
- Sets individual project priorities and makes staffing assignments; schedules and conducts project status meetings;
- Develops plans for communicating project information to the project team and stakeholders and maintains an inclusive communication environment;
- Performs the design and assists in the implementation of IT systems processes for incorporation into specific projects; monitors and assists in the evaluation of the performance of such systems;
- Evaluates project objectives within the parameters of quality, budget, time and scope; evaluates the work performance of employees and contractors;
- Identifies positive and negative performance aspects and uses such to assist in the development and incorporation of best practices and improvement initiatives into Project Management Office (PMO) methodology;
- Manages the integration of project processes including impact analysis resulting from changes in project scope, budget or schedule;
- Develops and presents status reports on individual projects;
- Documents solutions and prepares cost benefit analysis supporting alternative approaches;
- Participates in the development of project procurement plans;
- Assists in the development of PMO processes, policies and standards;
- Monitors project activities for the occurrence of risks and takes timely action to mitigate the risks;
- Participates in meetings, committees, trainings, professional organizations, etc.
