Leads Project Teams by supervising, managing, and coordinating project activities and meetings. Assembles and leads cross-functional agency project teams. Ensures routine monitoring of performance indicators and assessment of project progress and participates in periodic updates with agency leaders to shared understanding and drive agency-level decisions while aligning with the agency's STRATPLAN.
Identifies and mitigates project risk through advanced problem-solving techniques and root cause analysis. Uses risk management principles/best practices by identifying risk, developing risk mitigation strategies, applying control measures, and assessing residual risk to reduce/mitigate scope creep, stay on schedule, and stay within budget.
Coordinates project resources and deconflict conflicts. Works with functional managers for resources, deconflicts resourcing schedules based on prioritization and time, develops and implements the Schedule Management Plan and Work Breakdown Structure, implements conflict resolution techniques, and ensures projects stay within budget.
Contributes to a culture of continuous improvement and innovation by identifying and capturing lessons learned through best practices, industry standards, and subject matter experts to recommend and incorporate improvements increasing efficiency and effectiveness of PM processes, assigned projects, and the project management office.
Builds PM knowledge in business units. Teach, coach, and mentor business units on PM best practices and methodologies, goal setting, backwards planning, prioritization, and Key Performance Indicators (KPI) to foster a learning environment, create shared understanding, and to enhance the agency's critical thinking abilities.
Performs other duties related to project management as assigned.
Minimum and Additional Requirements
Minimum Requirements
A bachelor's degree and relevant project management experience. An equivalent combination of education and relevant experience may be accepted with prior approval.

Two (2) or more years of experience managing the lifecycle of multiple simultaneous projects.

Additional Requirements
Knowledge of the agency's mission, strategic goals and operational programs.
Knowledge of project / program management principles, and methodologies.
Ability to plan, organize, and coordinate multiple work assignments simultaneously.

Ability to communicate effectively to include making presentations and preparing reports.
Ability to conceptualize needed change and initiate appropriate change management and process improvement activities.
Knowledge of state government procedures and processes.
Responsible for managing multiple project teams.
Works the Project Management Officer with limited supervision to oversee, manage and direct major agency initiatives and projects as well as coordinate the efforts of the project teams.
May be required to work extended hours outside of the normal scheduled workday.
May require limited travel. Works in climate-controlled environment.
