Why does the job exist?

The Office of Housing Planning and Production is a relatively new organization charged with addressing New Mexico's housing and homelessness initiatives. Prevention is key to achieving the Office's mission and the Project Manager: Youth and Family Homeless Initiatives is a key role in New Mexico's efforts to end homelessness for young people and families. This role is unique because it prioritizes community-driven solutions, amplifies Lived Experience Experts, and leverages data for systemic change. This role will also contribute to the Office's overall mission and may provide support to other aspects of our work.

By focusing on equity, cultural responsiveness, and collaboration with individuals directly impacted by homelessness, this position ensures that New Mexico's response is effective, sustainable, and truly meets the needs of communities.

How does it get done?

The Senior Project Manager for Youth and Family Homeless Initiatives plays a key role in the Office of Housing, reporting directly to the Director of Homeless Initiatives. This position is responsible for developing and implementing data-driven, community-led solutions that prevent and reduce youth and family homelessness across New Mexico.

A critical component of this role is centering and amplifying Lived Experience Experts ensuring that those directly impacted by homelessness are meaningfully involved in policy development, program design, and decision-making processes. The Senior Project Manager fosters culturally responsive, trauma-informed, and equity-driven approaches, working alongside state agencies, service providers, Tribal nations, local governments, and prevention organizations.

This position seeks to collaborate with communities and organizations invested in establishing creative, responsive solutions tailored to the diverse needs of New Mexico communities.
Key Responsibilities

Office of Housing Planning and Production Support
Participating in events and meetings to support or represent the Office's housing and homeless initiatives in various roles including presenting, facilitation or support.
Supporting communications and planning for the Office of Housing to improve statewide visibility of the Office's work and strategy.
Supporting projects outside of the assigned focus area as assigned.

Strategic Planning & Policy Development
Collaborate with state and local partners to develop statewide strategies to prevent and address youth and family homelessness.
Ensure Lived Experience Experts have leadership roles in policy development, program design, and service evaluations.
Research and apply best practices, national trends, and innovative models, ensuring local relevance.
Collaborate to develop data-driven policies to strengthen housing access and prevent displacement, particularly for vulnerable, marginalized, and rural communities.
Integrate racial, economic, and geographic equity frameworks into all policy recommendations.

Community Collaboration & Stakeholder Engagement
Build and sustain relationships with Tribal nations, state agencies, local governments, service providers, and advocacy groups to ensure a coordinated response to youth and family homelessness.
Develop formal partnerships with Lived Experience Experts, ensuring their voices drive decision-making.
Work with local agencies to facilitate community consultation activities, including public forums, focus groups, listening sessions, and advisory groups led by individuals with lived experience.
Encourage cross-sector collaboration to integrate housing solutions with education, healthcare, workforce development, and child welfare systems.

Program Implementation & Systems Change
Oversee the development of coordinated, sustainable solutions that address the root causes of youth and family homelessness.
Establish and monitor key performance indicators (KPIs) to measure program impact.
Collaborate with data teams to develop real-time tracking systems for youth and family homelessness response efforts.
Support capacity-building efforts for local organizations and service providers to improve data-driven service coordination.
Ensure Lived Experience Experts are paid consultants and decision-makers in program implementation.

Funding, Resource Development & Compliance
Identify, leverage, and secure federal, state, and private funding to expand housing and homelessness prevention programs.
Ensure compliance with state and federal funding regulations regarding youth and family housing programs.

Leadership & Advocacy
Represent the Office of Housing in statewide task forces, interagency collaborations, and discussions to advance housing and homelessness solutions.
Serve as a subject matter expert on youth and family homelessness.
Collaborate to develop and advocate for equitable, community-led housing policies that prioritize the needs of historically marginalized communities.
Promote a culture of innovation and learning, ensuring that all efforts reflect the voices and experiences of those most affected by homelessness.

Ideal Candidate

Preferred Qualifications
Experience in government agencies, community-based organizations, or nonprofit housing sectors.
Knowledge of state and federal funding sources for homelessness and housing programs (e.g., HUD, ESG, CDBG).
Understanding of racial and economic justice principles related to housing and homelessness.

Minimum Qualification

Required Qualifications
Master's degree in public policy, social work, urban planning, public administration, or a related field.
Five (5) or more years of experience in homelessness policy, housing programs, or social services, with a focus on youth and families.
Demonstrated expertise in systems change, program development, and cross-sector collaboration.
Strong understanding of New Mexico's housing landscape, including Tribal, rural, and underserved communities.
Experience working directly with and elevating Lived Experience Experts in decision-making.
Proven ability to manage large-scale projects, budgets, and policy initiatives.
Familiarity with data systems and performance management.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Working conditions include, but not limited to, working in an office setting. May work extended or irregular hours and work under strict deadlines. May on occasion travel to attend and participate in job related activities. Exposure to computer terminal. Some lifting and bending.

Bargaining Unit Position

This position is not covered by a collective bargaining agreement.
