SUMMARY
Project management position in the Utilities Department is responsible for technical and managerial work for the complete design, permitting, bidding and construction of capital improvement projects.
ESSENTIAL JOB DUTIES
The following duties are normal for this position.
MINIMUM QUALIFICATIONS
High School graduate or GED supplemented by five (5) years of progressively responsible professional experience in engineering practices related to area of assignment. Bachelor's Degree from an accredited college or university in Civil Engineering preferred or an equivalent combination of training and experience in project coordination and construction management. Proficiency in Geographical Information Systems (GIS), ArcMap, ArcGIS Online, Microsoft Word and Excel field related computer programs preferred.

All positions serve a (6) six month probationary period
PENSION PLAN: FRS (Florida Retirement System)
We have 14 paid holidays per year. Police Holiday is paid or comp'd at ten (10) hours for holiday except birthday which is at 8 hours. Birthday is an additional paid holiday but must be requested approved by supervisor, and taken in the same week as the birthday occurs.
PERSONAL LEAVE TIME:
Accrues weekly from hire date at the rate depending on length of time in service. PLT may be used, paid, after six (6) months.

- Management and implementation of capital improvements and miscellaneous infrastructure projects.
- Facilitates communications among engineers, contractors, vendors, staff, citizens, governmental state and regulatory agencies.
- Performs constructive reviews of contract documents, preparing reports and recommendations for project implementation; procures services and required permits for related projects.
- Prepares permit application and processes permits through regulatory agencies as required.
- Designs and/or supervises design to meet minimum local, state and federal standards.
- Meets with permit agencies as required to review design criteria and permit requirements.
- Provides preliminary and final construction cost estimates including quantity summary sheets for bid documents.
- Prepares contract documents and specifications.
- Prepares Council Agenda items for awarding of proposed design and construction contracts, change orders, and progress reports.
- Coordinates pre-bid meetings with contractors and suppliers.
- Approves, prepares and issues bid addenda.
- Attends bid openings, review bids and qualifies contractors.
- Reviews and provides analysis of contractor's project bids.
- Coordinates, reviews and recommends approval of reports, schedules, request for payments, change orders, and estimates prepared for work.
- Oversees field inspectors and other support personnel as required.
- Prepares and processes final construction documents (i.e. record drawings, completion certifications and test results) through permit agencies for acceptance of projects.
- Manages project budgets and schedules for completion of projects.
- Prepares GIS system maps and directs activities of outside consultants in maintaining existing GIS system maps.

- Knowledge of engineering and construction principles and practices as applied to the design, construction, and maintenance of utilities and public works facilities.
- Knowledge of mathematical engineering applications, land and surveying methods, and general municipal operations.
- Knowledge of current construction methods and costs for the preparation of estimates.
- Knowledge of the laws and regulations applicable to the design, construction, and inspection of utilities and public works projects.
- Knowledge of local, state and federal permitting agencies and criteria as required for permitting public works facilities.
- Working knowledge of computer skills for GIS, ArcMap, ArcGIS Online, Word documents and spreadsheets.
- Ability to supervise and evaluate subordinate personnel, contractors and consultants.
- Ability to establish and maintain effective working relationships with employees, contractors, developers, officials and the general public.
- Ability to read and interpret construction plans, blue prints, schematics, specifications, contract documents and technical reports and publications.
- Ability to maintain effective working relationships with coworkers, officials, administrators and the public.
- Ability to communicate effectively orally and in writing.
- Ability to manage workflow with strong organizational skills.
