General Summary
Under the general direction of the Assistant Public Works Director, the Project Manager provides project management for Capital Improvement Plan (CIP) projects. Collaborates with senior management, consulting engineers, and end-users to ensure project requirements are gathered, goals for the project are established and the project delivery is monitored to meet the identified results. Provides project management and coordination of projects including public buildings, roads, and utility infrastructure.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT (The physical demands and environmental conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing duties of this job, the employee must be able to remain in a stationary position 50% of the time. This position requires constant operation and use of computer, phone, and other office equipment. May be subject to repetitive motion, such as typing, data entry, and vision to monitor. The employee may be exposed to outside weather conditions. The noise level in the work environment is usually moderate.
Minimum Qualifications
Education, Training and Experience Guidelines:
Work requires possession of a bachelor's degree in Engineering, Architecture, Construction Management or a related field from an accredited college or university; and a minimum of three (3) years of progressively responsible engineering project management experience and some experience with stormwater and floodplain management; and two (2) years of direct supervisory experience; or any equivalent combination of accepted education and experience that would provide the following:

The City of Fulshear provides a comprehensive, cost effective, health and welfare package that includes the following: medical, dental, life insurance, long term disability (LTD), vision, flexible spending options, employee assistance program, retirement, and deferred compensation programs. Medical, dental and vision benefits are effective the first day of the month after your start date. Medical, dental, vision, LTD, and Life premiums are paid 100% by the City for all full time employees. The City will contribute 25% towards dependant healthcare costs. We also provide vacation, sick leave, holidays, bereavement, jury leave, and military leave.

The city offers employees medical insurance through BlueCross Blueshied. There is no Primary Care Physician (PCP) required. You have the option to choose one of the following plans: BlueCross Bueshield PPO (co-pay) or BlueCross Blueshield PPO HSA (high deductible plan).
FLEXIBLE SPENDING OPTIONS
Flexible Spending Accounts (Health Care and Dependent Care) allow the employee to pay for certain un-reimbursed health expenses and dependent care expenses on a pre-tax basis. Health Care Flexible Spending account is limited use when combined with the Blue Cross Blue Shield Healthcare Plan. City of Fulshear will contribute a total of $1,723.00 annually to your HSA plan ($71.79 per pay period).
DENTAL INSURANCE
The City offers employees dental insurance through MetLife. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum. We offer a base plan as well as a buy up plan which would include child orthodontia coverage.
VISION
The City offers vision insurance through MatLife. MetLife Vision plan offers benefits for eye exams, frames and lenses or contact lenses.
LIFE INSURANCE
The City provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through MetLife . Additional voluntary MetLife life insurance and AD&D options are available for employees and their families.
LONG TERM DISABILITY
Long Term Disability is funded completely by the City and is intended to help continue your income if you become unable to work due to illness or injury.
EMPLOYEE ASSISTANCE PROGRAM - EAP
EAP services are provided through MetLife. Program benefits include 24-Hour call centers, short-term counseling (up to 8 sessions), and work life solutions (legal and finance guidance), health and wellness programs as well as personal and professional development. Employees have the option of enrolling in AFLAC as a pre-tax benefit. The City does not cover any deductible, copays, or premiums associated with this benefit.
TEXAS MUNICIPAL RETIREMENT SYSTEM - TMRS
The City of Fulshear offers a retirement plan through the Texas Municipal Retirement System. The City of Fulshear's TMRS plan requires a contribution (made by means of bi-weekly payroll deductions) equal to seven percent (7%) of the salary of each regular full-time City employee. The City matches employee contributions on a 2 to 1 basis after the employee is vested at the time of retirement. Vesting occurs after five (5) years of employment. Supplemental death benefits are offered by TMRS, who will pay a one-time lump sum payment approximately equal to one year's salary based on the 12 months prior to death.
DEFERRED COMPENSATION
In addition to TMRS retirement, 457B plans are available. The purpose of these plans is to allow an employee to set aside a portion of his/her salary and receive its value at retirement.

- Acts as the City's representative in delivering CIP projects from authorization to final completion.
- Manages consultants and contractors, assists consultants and staff in development of project scopes, budget, and schedules.
- Drafts specifications for bid documents, reviews plans, evaluates cost estimates proposals and rates responses.
- Researches and provides project documents during the project planning phase such as existing facility and utility plans and existing conditions. Develops and creates the initial project scope documents requirements with end users and develops a rough order of magnitude budget and schedule.
- Prepares RFQs, reviews design proposals and contracts, plans/construction documents including, ensuring compliance with City codes, regulations, and ordinances.
- Assures the project plans, and specifications meet requirements. Reviews and resolves project conflicts. Prepares cost estimates, negotiates contracts and amendments. Develops project schedule including design, bidding, and construction phases. Provides coordination between City, consultants, and contractors to deliver the project.
- Participates in the planning and construction of public infrastructure and in the development of the City's Capital Improvement Program.
- Administers contracts and monitors project progress, including corrections to maintain scope, schedule, and project budget. Reviews and recommends payment of contractor's and consultant's invoices. Participates in A&E Meetings, Pre-Bids, Bid Openings, and Pre-Construction meetings. Processes Requests for Information, Submittal reviews when necessary and Cost Proposal requests as needed.
- Conducts quality assurance during design and construction including review of project scope, and field observations on projects. Oversees contracts related to quality assurance such as professional services related to materials testing, testing, and balancing and equipment commissioning.
- Coordinates and communicates with citizens, developers, consultants and other governmental agencies during the design and construction phases of projects. Coordinates project plans and required utility relocations with private utility companies (Electrical, Gas, Fiber optic, Cable, etc.)
- Responds to the public by answering questions, researching information, and speaking at public events
- Regular and consistent attendance for assigned work hours is essential
- This position is considered essential during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide service or perform duties for the benefit of the public and continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position

- Knowledge of design and management of commercial, residential, and capital engineering projects from inception to completion
- Knowledge of floodplain and stormwater management programs
- Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials
- Knowledge of electrical and mechanical systems
- Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products,
- Knowledge of CADD and/or GIS programs
- Thorough knowledge of municipal government structure and process
- Ability to effectively plan, coordinate, direct, and supervise the work of others
- Ability to effectively analyze, monitor, and evaluate service and performance levels within functional areas of responsibility
- Ability to respond to emergency situations
- Ability to prepare meaningful, concise, and accurate reports
- Ability to answer inquiries and resolve complaints from the public in an effective, tactful, courteous manner.
- Valid State of Texas Driver's License
- Certified Associate in Project Management
- Project Management Professional Certification preferred
