Job Description
As a Project Manager at Rios Partners, you will play a crucial role in driving the successful delivery of projects that align with our mission of creating positive change and delivering value for our clients. You will lead cross-functional project teams, ensuring that projects are completed on time, within budget, and to the highest quality standards. By collaborating closely with internal and external stakeholders, you will facilitate effective communication, manage resources, and drive project execution. This role will manage and provide support that includes: Authority to Operate (ATO) technical support; database management; project management; risk management; strategic planning support for enterprise systems and modernization; Integration documentation support between internal and external systems; technical analysis of documentation, publications and handbooks; technical analysis of new policies and emerging technologies; systems integration and implementation to include the analysis of program security deficiencies and application integration monitoring through the governance process.

The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.
Retirement plan: Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee's base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.

Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
Maternity, Paternity, and Adoption Leave: Rios Partners celebrates employees' choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee's own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. - Expertise in project management and cybersecurity with ability to translate customer requirements and relay them to the team.
- Expertise in managing IT and Cloud design, security, development, systems engineering, and implementation efforts.
- Expertise in Cloud solutions in both federal and/or commercial industry.
- Expertise with Federal A&A and ATO activities.
- Expertise in cybersecurity engineering requirements and authorizations (FedRAMP/RMF)
- Expertise in Federal policies, processes, and standards.
- Project Planning: Collaborate with leadership to scope projects, create detailed work plans, and manage them to successful completion.
- Resource Management: Work with program managers to determine and allocate necessary resources from both internal and external teams.
- Quality and Standards Compliance: Meet work standards by ensuring productivity, quality, and customer-service standards; resolve operational issues and identify process improvements.
- Execution and Delivery: Drive project execution to ensure timely delivery within budget, balancing scope, schedule, and cost.

Responsibilities
- Develop and Maintain IT Project Management Plan, integrating a work breakdown structure, integrated master schedule, risk management, quality and communications strategies, and baseline milestones.
- Schedule and Milestone Management: Oversee the IT project timeline by managing the Integrated Master Schedule, tracking dependencies, and ensuring on-time completion of key deliverables.
- Administrative and Reporting Oversight: Coordinate weekly activity and project management reports, ensuring that work progress, issues, and resolutions are documented and communicated effectively.
- Meeting Coordination and Facilitation: Organize and lead meetings-including the technical kickoff-and ensure accurate documentation of meeting minutes, agendas, and action items.
- Risk and Issue Management: Monitor and manage project risks and issues through an updated risk log, implementing mitigation strategies and tracking resolution progress.
- Cross-Functional Collaboration: Coordinate with multiple teams (system engineering, cyber security, and administrative support) to ensure alignment and successful execution of all project tasks.
- Compliance and Training Documentation: Ensure compliance with training requirements, managing and documenting training certificates (e.g., Privacy & HIPAA) and related administrative tasks.
Skills & Qualifications
- Education: Bachelor's degree required; Master's degree preferred.
- Business Administration, Business Management, Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, or related fields.
- Certifications: One or more of the following: Project Management Professional (PMP), Information Assurance Technician (IAT) III, Information Assurance Management (IAM) III or Information Assurance System Architects and Engineers (IASAE) III certifications.
- Experience: 10 years (5 years of Cybersecurity and Cloud Security experience at a government agency similar in size/scope to DoD or VA).
- Technical Expertise: Proficiency in project management practices and tools, including Atlassian Suite, ClickUp, Monday.com, Smartsheet, and Google Suite/MS Office.
- Leadership: Ability to lead large, diverse teams with strong leadership and soft skills.
- Problem-Solving: Outstanding analytical and problem-solving skills.
- Client Management: Experience with client impact analysis and effective communication design and delivery.
- Time Management: Ability to work under pressure with exceptional time management skills.
- Communication: Excellent written and verbal communication skills.
- Organization: Exceptional organizational skills, with attention to detail and multitasking capabilities.
