Job Description:
We are seeking a skilled Project Manager to lead a major modernization initiative for a system known as STAIRS (State of Texas Automated Information Reporting System). This project will enhance and automate business functions related to tracking, monitoring, and auditing service provider cost reports, submissions, and documentation.
The successful candidate will be responsible for planning, budgeting, overseeing, and documenting all aspects of the project. This role requires strong communication and leadership skills to coordinate with cross-functional teams and key stakeholders, ensuring delivery aligns with business and technical objectives.
PMP certification is required and must be reflected on the resume. Proof of certification may be requested.

Key Responsibilities:
- Create required project documentation, presentations, and artifacts.
- Provide weekly written and verbal status updates.
- Lead regular project team meetings and communicate progress to stakeholders and executive oversight bodies.
- Serve as the primary liaison between stakeholders and project teams.
- Ensure adherence to standard project guidelines and procedures, including compliance with the Texas Project Delivery Framework.
- Manage and monitor project schedule, scope, and budget.
- Oversee development progress, ensuring alignment with project timelines.
- Identify and escalate risks, document contingency plans, and resolve project impediments.
- Guide development of SDLC artifacts and facilitate translation of business requirements into technical specifications.
- Maintain strong relationships with sponsors, technical teams, and oversight entities.
- May require occasional on-call support depending on the project phase.
Preferred Knowledge & Skills:
- Understanding of the PMI framework, Project Delivery Framework, and QAT reporting requirements for major information projects.
- Ability to comprehend and communicate complex technical solutions and business processes effectively.
- Experience in managing modernization of legacy systems, particularly in public sector or regulatory environments.
