Oversees and manages multiple advance projects in design and construction.

Management Scope: Oversees activities of exempt and non-exempt staff

Responsibilities

1. Manages multiple advance projects; assists in defining staffing needs and budget requirements, including scope and costs for all capital improvements thoroughfare projects; directs the development of data required for thoroughfare improvements; and assists in the interpretation of design considerations.

2. Serves as a liaison between engineering and construction of thoroughfare projects to ensure that construction is carried out in a timely manner and in accordance with contract requirements, acceptable engineering standards and within funding allocations.

3. Reviews change orders and supplemental agreements; monitors material testing requirements for compliance with specifications; and directs and coordinates utility adjustments for project activities.

4. Oversees activities of the design staff that prepares engineer plans for public works projects.

5. Verifies and recommends payments to contractors, engineering consultants, utility companies and testing companies.

6. Obtains, develops and presents data for project hearings, neighborhood, public or city council meetings; and serves as witness for eminent domain and civil court cases.

7 Performs other duties as assigned.

Qualifications

Education, Experience and Training:

Education and experience equivalent to a Bachelors Degree from an accredited college or university in Engineering, Architecture, or in a job related field of study. Three (3) years of work related experience as a Registered Professional Engineer.

Special Requirements/Knowledge, Skills & Abilities:

Skilled in the use of standard software applications and computer aided design and drafting software. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Licensed as a Registered Professional Engineer. Must possess a valid Texas Driver's License, with a good driving record.

Physical/Environmental Requirements:

Standard office environment. Ability to travel to various work site locations.
