The Construction Management Department administers all Capital projects performed in existing public school buildings and the construction of new schools. Construction Management will do so in a safe and efficient manner, working with the school and community to work efficiently, minimize the impact on the educational process while maintaining the highest standards of quality.

Project Officer - II is responsible for managing and coordinating personnel, budget, administration and operational activities involved in all phases of assigned school construction projects, from their initial conception through completion and opening of the facility.

Work Experience
Five years of full time, progressively responsible work as a technical specialist in one or more construction and design related fields; two years must involve managing all phases of construction work of a scale and scope similar to the Authority and a driver's license valid in New York State or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to New York State Professional Engineers and Registered Architects with knowledge or experience in: government safety or construction standards; management of complex personnel and technological issues; policy formulation, budgetary control, scheduling, and highly technical operations decision making; dispute resolution, management and communications skills.

Job Description
Responsibilities include:
- Administration and coordination of activities for the design and construction of the more complex and/or high visibility construction and modernization projects under the guidance of a senior-level Project Officer.
- Responsibilities include coordinative, problem solving, and managerial functions for these projects.
- Ensure the quality and high standards of performance and compliance in design, construction, and contracts by all consultants, vendors, et al.
- Make decisions and take action in a timely manner to expedite the timely completion of the construction process.
- Review design and construction documents, and corrects mistakes and errors in design and construction as early in the construction process as possible.
- Work with architect/engineer of record regarding change orders, interpretation of contract documents, shop drawing submittals/approvals and other technical matters as required, ensuring a structurally sound, code compliant and aesthetic facility.
- Provide ongoing communication with key stakeholders such as contractors, construction managers, local school personnel and Senior Project Officers on project issues.
- Make decisions on phasing and schedules; prepare and/or manage preparation of schedules for planning, design and construction, monitoring progress, and ensuring adherence to approved schedules across stakeholders.
- Participate in the development, issuance, review, and recommendations of project procedures and policies in adherence with Authority-wide procedures and policies.
- Provide mentorship, guidance and advice to junior level project officers.
- Resolve issues and problems raised in field reports made by architects and construction management staff.
- Make on-site change order decisions and negotiate with contractors and commit the SCA's resources on such change orders.
- Review contractors' claims or disputed work, compile necessary project / contract documentation, and advise senior management as to appropriate action related to adjudication.
- Performs related duties, as assigned.
