OIS requires an Project Manager III with extensive experience managing large information technology projects.

Contractor's Key Person under this WOC will perform on-site Project Management (PM) services for large, high risk, and complex technology projects. The Key Person will work directly with the IE Project Office Director and Project Office Manager to understand project goals and establish that the appropriate strategic and tactical project approach, staffing, and processes are activated to meet those goals.

Contractor's Key Person under this WOC will participate in multiple project management activities across the IE Project and subprojects.

The Key Person will work closely with the IE Project Office Director and Project Office Manager to ensure effective project communication and coordination across the IE Project and subprojects.

The Key Person will provide project management expertise and best practices, and ensure projects are managed utilizing a standard, consistent methodology.

The Key Person shall work in collaboration as needed with the on-site IE Project team which includes the SI Contractor, or any other project-related contractor, State Agency, or other entity needed to perform the tasks outlined in this Opportunity.

The selected Consultant will provide the following services for the IE Project:

1) Perform on-site Project Management (PM) services that include all Project Management Institutes (PMI) Project Management Body of Knowledge (PMBOK) knowledge areas and process groups.

2) Create, maintain, and update project schedules using Microsoft (MS) Project Professional (Server version 2010 or higher).

3) Create, maintain, and updated documents using MS Office Suite of applications that include Excel, Power Point, Word, and Visio in a SharePoint environment.

4) Create written reports for in-person presentations to a wide variety of audiences including high-level executives.

5) Manage multiple priorities within tight deadlines and within budget.

6) Provide high-level coordination across multiple vendors, contractors, other agencies, and stakeholders for IT work.

7) Plan, organize, and facilitate IT related meetings as needed to ensure a successful outcome of the Project.

8) Attend a variety of Project meetings as required to stay informed on Project activities and maintain two-way communication across all IT related aspects of the Project.

9) Work within existing Project Office established processes.

10) Review the weekly and monthly Project updates to the Project Office Manager and Project Office Director in preparation for Weekly and Monthly Project Status Reports.

11) Advise on and escalate key risks/issues that impact the Project.

12) Create ad hoc IT reports as requested by management.

13) Oversee and participate in Project testing activities.

14) Assist with planning and schedule implementations taking into account internal and external business and technical resource availability.

15) Assist in creating work breakdown structures that outline the individual project schedules, or elaborates existing project schedules.

16) Assist in defining, tracking, and managing project scope, deliverables, and implementation activities.

17) Assist with business analysis.

18) Meet with Project Leadership, Service Development and Delivery Managers/Team Leads, and stakeholders to evaluate, understand, document and communicate technology needs to both internal and external parties.

19) Assist in developing resources, cost, and time estimates for accomplishing the Project's technology needs.

20) Provide input in reviews of Project deliverables.

Due to the nature of the Project, onsite delivery of services is critical.

  • Key Person must be on site five business days per week (i.e., Monday - Friday) to accommodate the Project.

The interviews to be conducted via Skype or on site in Salem, Oregon.

Individuals with successful project management experience limited to projects of small scope, limited risk and complexity and/or of short duration. Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position.
Advanced level: Individuals with a mastery of project management skills, qualifications and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states' objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management.
