POSITION SUMMARY:
We are seeking an experienced Projects Control Manager with intermediate-level expertise. As part of the Project Management Office (PMO), the Projects Control Manager is responsible for overseeing the tools and processes used by Project Managers for estimating, planning, scheduling, cost control, risk management, and reporting of projects. This role involves supporting project managers to ensure that project management tools and processes are effective in delivering projects on time, within budget, and to the highest quality standards. The individual will implement best practices for project controls, including project estimating, procurement, work breakdown structure, contract management, and reporting. This role has a direct impact on the timely and cost-effective delivery of projects, ensuring that the projects meet both financial and operational goals.

This position is responsible for the overall strategic management of project controls processes and tools, including the development and implementation of project schedules, budgets, cost control systems, risk management strategies, and performance reporting. The Projects Control Manager will ensure that all project control activities are aligned with projects goals and client expectations.
RESPONSIBILITIES:
Project Management Tools & Processes:
- Be a champion for Milestone's project management tools (i.e. HeavyBid & HeavyJob) and optimize their use for a return on investment.
- Develop and implement best practices for project controls and management.
- Develop, deliver, and maintain training programs for HeavyBid, HeavyJob, and HCSS myField.
- Develop and maintain project management tool databases including activity code books, resource code books and rate tables.
- Develop standardized project reporting templates and ensure accurate reporting.
- Own and manage the relationship with HCSS (Heavy Construction Systems Specialists), ensuring effective communication and support.
- Oversee project cost tracking, including accurate forecasting to completion.
- Ensure estimate conformance throughout the project lifecycle.
Estimating & Cost Controls:
- Lead development of best practices for estimating and project controls.
- Play a direct or supporting role in projects depending on the specific needs of the business.
- Support the monitor and manage project budgets, ensuring efficient and effective allocation of financial resources.
- Support tracking and reporting project expenditures to prevent cost overruns and identify cost-saving opportunities without compromising quality.
- Provide financial analysis, including variance reports, cost forecasts, and detailed financial performance reviews.
Risk Management & Reporting:
- Participate in identifying, assessing, and proactively managing potential risks associated with the project, including financial, schedule, quality, environment and safety.
- Support the develop and implement mitigation strategies to minimize any impact on cost, schedule, and quality.
- Prepare and present regular progress reports to senior management, including updates on project status, financial performance, and other aspects.
Stakeholder Communication:
- Serve as the primary point of contact for project controls-related issues, ensuring clear and consistent communication with stakeholders, including project managers, clients, contractors, and regulatory bodies.
- Address any project-related issues or concerns, providing actionable solutions to maintain project timelines and objectives.
- Regularly engage with senior leadership, preparing presentations and reports for various stakeholders.
Continuous Improvement:
- Continuously review and improve project controls processes to enhance efficiency, quality, and effectiveness.
- Stay updated on industry best practices, regulatory changes, and emerging technologies in project controls.
Health and Safety:
- Reads, understands, and follows MECI's Corporate Health and Safety Program, Policy, and Procedures.
- Ensures health and safety are considered in the performance of all activities, both on and off the job.
- Participation in Health and Safety initiatives will be monitored and reviewed as necessary.
QUALIFICATIONS:
- Bachelor's degree in engineering, Environmental Science, Construction Management, Project Management, or related field/and or qualified accountant.
- Project Management Professional (PMP), AACE (Certified Cost Professional), or equivalent certification is highly desirable.
EXPERIENCE REQUIRED:
- Minimum of 5+ years of experience in project controls management.
- Proven expertise in estimating, cost control, scheduling, and project performance monitoring.
- Experience with estimating and project management tools (preferably HCSS HeavyBid and HeavyJob).
- Experience working with large, complex projects within a regulated industry (preferably environmental projects).
KNOWLEDGE, SKILLS AND ABILITIES:
- Strong proficiency in project management software.
- Advanced understanding of project controls, including cost management, scheduling, risk management, and reporting.
- Analytical mindset with the ability to identify issues early and implement solutions.
- Highly organized, detail-oriented, and results-driven.
- Strong interpersonal skills, capable of working collaboratively with multidisciplinary teams.
- Ability to make informed decisions and manage complex project variables.
WORK ENVIRONMENT:
- Occasional travel to other offices, project sites or client meetings may be required.
- The ability to work both in an office environment and on-site as needed.
