Required Knowledge, Experience, And Training
Bachelor's degree in airport management, business administration, public administration, marketing or related field, and five years of experience in the commercial aviation industry working with retail property/tenant management, property development, real estate or commercial management or commercial real property leasing, or an equivalent combination of education and experience.
Essential Functions

Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed.

Negotiates, directs and oversees the preparation of aviation and non-aviation revenue-producing leases, concessions, licenses and permit agreements. Negotiates easements with various federal, state and private agencies and utilities. Resolves contract compliance issues with tenants, concessionaires, service contractors and consultants. Coordinates and collaborates with a variety of other city departments. Monitors regulations and ordinances for potential impacts on Airport property and contracts. Coordinates and manages the development of Letters of Interest (LOI's), Requests for bids (RFBs) and Requests for Proposals (RFPs) pertaining to various airport concessions and leases. Resolves contract compliance issues with tenants, concessionaires, service contractors and consultants.

Manages the Airport Concession Disadvantaged Business Program (ACDBE) in compliance with federal regulations and serves as a liaison officer. Oversees the update of the ACDBE plan and three-year goals and submits annual reports regarding the plan to the Federal Aviation Administration (FAA).

Maintains the official Airport Property Map to ensure compliance with federal mandates. Prepares and negotiates the purchase, disposal, exchange or lease of real property. Serves as a primary public point of contact with respect to leases and related airport agreements.

Contributes to the business development program, project plans and department budgets. Oversees implementation of policies and procedures for the property and contract division. Ensures property and contract programs comply with established goals and objectives, applicable laws and regulations and regulatory agency requirements. Monitors, analyzes and reviews local, state and federal regulations, rules, orders, advisory circulars and ordinances for potential impacts to airport property and contracts.

Oversees the Boise Airport Title VI (non-discrimination) program and serves as the department liaison to the City of Boise and the airport's liaison to the FAA. Develops and monitors Title VI plan including employee, tenant, contractor and consultant training. Performs periodic audits and updates to the program.

Knowledge of:; property negotiation practices and techniques; property management principles, methods and practices; legal aspects of real estate leases and rental agreements; applicable laws, codes and regulations pertaining to the acquisition and disposition of real property; principles and practices of budget development and administration; capital improvement planning and budgeting; statistical analysis and research techniques; computer usage including related software; and property legal descriptions, site plans, surveys and appraisal methods, easements, deed and title reports and water rights.

Ability to:; interpret federal, state and local laws, statutes, ordinances and policies concerning airport commercial real estate; represent the City of Boise effectively in negotiations; provide effective leadership; analyze complex operational and administrative problems and recommend or implement effective courses of action; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Ten years of experience in the commercial aviation industry working with retail property/tenant management, property development, real estate or commercial management or commercial real property leasing.

Licensing And Other Requirements

Valid state-issued driver's license.

Ability to obtain and maintain an Airport Driver's License.

Occasionally exposed to the airfield, uneven ground at various sites and properties, and unknown hazards at vacant properties.
