JOB SUMMARY
The Property Management Director is responsible for overseeing the maintenance, operations, and overall management of all WRC enterprise infrastructure, including buildings, grounds, and utilities. This role ensures that all WRC facilities are well-maintained, compliant with regulatory standards, and aligned with the operational needs of the business. The director will lead the property management team, manage budgets, and coordinate with internal departments and external vendors to support a high-quality guest and employee experience. The Director position establishes and directs long-range strategic goals and objectives by developing and managing long-term capital planning, facility planning, and property space planning. Delegate day-to-day operations through functional area supervisors and staff. This position develops, negotiates, and evaluates design, construction, service, and supply contracts and works with city, county, state, tribal, and federal government departments in planning, permitting, land use, and emergency services. The Director is responsible for the management of all Facilities and planning, including capital planning, construction development and management, and Facility services (building, electrical, plumbing, carpentry, HVAC, welding, water/sewer infrastructure, and fire systems.
ESSENTIAL JOB FUNCTIONS:
Provide direction for any facility maintenance problems, after referring to building specs, regulatory codes, and quality/cost efficiency. Oversee maintenance, repairs, and operations of all casino and resort facilities, including gaming areas, hotel, restaurants, back-of-house spaces, and all WRC's physical environments. Develop and implement preventative maintenance programs to ensure longevity of assets and minimize downtime. Leads daily operations to ensure WRC assets are protected and maintained for long-term usability and viability. Manage the upkeep of HVAC, electrical, plumbing, and other critical systems. Ensure compliance with all health, safety, fire, and environmental regulations. Provide general oversight to all capital planning, design and construction project processes and activities while conforming to existing federal, state, and tribal requirements. Collaborate with WRC executive leadership on long-term property management strategies. Responsible for the overall development and adherence of managing the physical assets in a way that directly fulfills and supports WRC's strategic plan. Identify facility capital project needs/improvements, acquire estimates, prepare capital project approval documents, and coordinate and supervise completion. Provide oversight of work activities and services from vendors, consultants, and other contractors as needed by researching and identifying needs, negotiating contracts, monitoring progress, and ensuring open communication between consultants and WRC project team members. Negotiate and oversee contracts for maintenance services, renovations, and major repairs. Ensure contractors and vendors adhere to tribal and regulatory requirements. Develop and manage property management budgets, including maintenance costs, capital expenditures, and vendor contracts and identify cost-saving opportunities while maintaining quality standards. Monitor and approve expenditures in alignment with financial goals. Provide recommendations for sustainability initiatives, energy efficiency, and green building practices. Direct staff in preparing for regulatory agency reviews and inspections. Review responses to findings or citations and ensure they are submitted to the agencies in a timely manner. Promote training and job enhancement efforts with facility crew, through training opportunities. Responsible for seeing that staff are trained on OSHA standards and always promote safety first. Maintain all records for the department, including time & attendance, work orders/repair costs, supply and inventory, and employee department files. Accountable for the administration of the department budget and all expenditures within established line items. Will provide oral/written presentations to various groups/individuals, on facility status and/or needs. Supervision of staff to include hiring, scheduling, leave approval, performance counseling, evaluation, training, operational orientation, and staff development. Maintain a professional and open communication with the CEO on operational concerns/issues. Promote effective communication with supervisors, co-workers, and subordinates through regular staff meetings, co-worker/management/supervisor team meetings, and other forms of communication. Participate and attend designated meetings, training, and activities as directed. Ensure that the operation of equipment, tools, and materials is handled safely. Ensure customer satisfaction through prompt, efficient, and friendly service. Participation and development of a tribal member workforce. Other duties as assigned or directed.

MINIMUM QUALIFICATIONS:
Demonstrated ten (10) years of industry experience in a management and supervisory capacity overseeing staff and managing budget and fiscal responsibilities. Eight (8) years of Property Management experience in commercial or resort property. High School diploma or GED Budgetary experience and ability to work within a budget and working knowledge of creating and monitoring an annual budget. Demonstrate experience in directing, coordinating, and implementing comprehensive organizational operations, master planning, and capital planning & construction. Must be a demonstrated self-starter, able to perceive needs and complete tasks efficiently and effectively. Demonstrated leadership skills using team-building strategies. Strong computer skills and strong familiarity with project management software tools. Effective communication skills - verbally able to provide instruction, respond to questions, and have exceptional interpersonal skills and abilities. Stand and/or walk for long periods; needs to perform repetitive motions with wrists, hands, and fingers; needs to lift and maneuver 50 lbs. Needs to access all work areas, including confined spaces, scaffolding, ladders, and high spaces. Will have exposure to wet, dry, cold, hot, dusty and otherwise uncomfortable and unpleasant spaces and areas. Able to work in all weather conditions. Excellent personal appearance and hygiene habits. Requires a High-Security Gaming License clearance. Must be at least 21 years of age.
PREFERRED QUALIFICATIONS:
Bachelor's degree in Facilities Management, Business Administration, Engineering, or a related field Project Management Professional (PMP) certified. State certified in Electrical, plumbing, fire systems, HVAC, carpentry, building, welding, or facility inspection.
