As part of Rising Ground's Immigration Services, the From Hope to Home program focuses on supporting Unaccompanied Children (UC) and their sponsors through a national initiative in collaboration with the Office of Refugee Resettlement (ORR). This program provides two critical services designed to ensure the safety, stability, and long-term success of these children and their families:

This program provides two critical services designed to ensure the safety, stability, and long-term success of these children and their families. The first component, Home Study (HS), involves evaluating the safety and suitability of potential sponsors before a minor is discharged from ORR care. HS workers conduct detailed assessments, including interviews with both the sponsor and the child, home inspections, and evaluations of the sponsor's ability to provide a safe, stable environment. These findings are compiled into a comprehensive report submitted to ORR, which informs decisions about the minor's placement. The second component, Post-Release Services (PRS), offers continued support to UCs and their sponsors after reunification. PRS caseworkers help families connect with essential resources, such as legal representation, healthcare, mental health services, educational opportunities, and community programs. They also monitor the well-being of the child, ensuring their safety and that sponsors meet their responsibilities.
The PRS Level 3 Supervisor oversees the delivery of Post-Release Services to UCs and their sponsors nationwide. The primary responsibility of the Supervisor is to ensure compliance with ORR mandates, review and oversee case documentation and reports prepared by caseworkers and provide guidance to staff as needed. This role will be directly responsible for the clinical oversight of cases, ensuring high-quality and timely completion of all services to UCs. The Supervisor will also lead and mentor a team of PRS Level 3 Case Workers, connecting them with community resources and supporting them through their caseloads. This position is ideal for a clinical professional with supervisory experience, strong organizational and communication skills, and a passion for supporting immigrant families while upholding compliance and program standards.

The PRS Level 3 Clinical Supervisor is responsible for leading a team of caseworkers, providing regular supervision, guidance, and support both in the office and in the field to ensure high-quality service delivery. This includes overseeing staff performance, managing schedules, facilitating training, and ensuring compliance with program and ORR standards. Strong leadership and experience in managing teams are essential for this role.
Work Environment:
This hybrid role requires three in-office days and two remote days per week, with flexibility for after-hours, weekend, and holiday support as needed. Participation in an on-call rotation is mandatory. The position involves collaboration with the team, fieldwork, and frequent travel for home visits or team support, with national travel required as needed to support the program's nationwide services.
Position Type/Expected Hours of Work:
This is a full-time position with an annual salary of $ 84,286.80. While the program primarily operates Monday through Friday from 9:00 AM to 5:00 PM, supervisors may frequently need to be available after hours, on weekends, or during holidays to be able to provide staff support, address client needs and availability and ensure timely completion of reports.

Responsibilities
- Directly supervise a team of PRS Case Workers through individual and group supervision.
- Ensure caseworkers are in compliance with all mandates required by ORR.
- Provide oversight on reports submitted by caseworkers, ensuring accuracy, compliance, and quality standards.
- Advise on Level 3 PRS services and assist in creating behavioral and crisis management plans for UC and staff.
- Provide clinical supervision and connect staff to evidence-based training and clinical interventions.
- Facilitate team meetings to discuss best practices, successes, and barriers to success.
- Oversee all case management requirements for children on the caseload and cover when a PRS Case Worker is unavailable. These include but are not limited to:
- Ensuring caseworkers develop and maintain contact with UC and their families/sponsors as required by ORR.
- Ensuring all approved PRS services are initiated in a timely manner for all UC in each PRS caseworker's caseload according to Levels 3 services.
- Supervising the documentation of UC contacts and other case-required paperwork in an accurate and timely manner in accordance with regulations.
- Assist caseworkers in connecting UC to medical, educational, legal, and other needed services upon release from the care provider's care.
- Work collaboratively with other program leads, staff, and stakeholders to ensure efficient service delivery.
- Participate and attend all required program-related meetings and conferences.
- Work effectively with other professionals in the field.
- Maintain knowledge of issues affecting UC and stay up to date on ORR policies.
- Provide clinical guidance to staff dealing with high-risk cases, ensuring appropriate interventions are in place.
- Provide support to staff with any issues they may be facing, including home visits or providing support on case-related matters.
- Participate in an on-call rotation to provide support during emergencies or critical situations.
- Provide after-hours, weekend, and holiday support as needed to ensure continued care and assistance for UC and their sponsors, as well as support for the workers.
- Manage staff time schedules, approve and track overtime requests, and coordinate staffing adjustments to ensure adequate coverage and alignment with program needs and budget constraints.
- Participate in ongoing trainings for professional growth and stay current with best practices in supervision and clinical interventions.
- Assist with the ongoing training of staff and new team members and help identify any new training opportunities beneficial to the team.
- Work with the Quality Improvement team to discuss trends, best practices, and implement strategies to enhance team performance and service delivery, as well as gather data for the completion of quarterly reports.
- Provide regular audits of the UC portal, case files, and overall work performance of team members to ensure compliance and quality standards.
- Oversee all mandated reporting duties for the team, ensuring that all concerns related to child safety or well-being are reported accurately and within required timeframes.
- Ensure that the team is knowledgeable and compliant with various state-specific procedures regarding educational laws, child abuse and neglect laws, labor laws, and other regulations, as the program serves cases across multiple states.
- Help facilitate and participate in monthly team meetings, program staffing, and case staffings, either in person or virtually, as needed and requested.
- Assist with other duties as requested by the Director, Vice President of the program, or other program leads.
Qualifications
- Master's Degree in a social work, psychology, sociology, or other relevant behavioral science in which clinical experience is a program requirement, plus at least 2 years of postgraduate direct service experience
- Must have prior supervisory experience and may be licensed to provide clinical supervision, so long as supervising PRS conducted across state lines does not violate state licensing rules.
- Experience conducting home studies, providing PRS services and working with immigrant populations is preferred
- Knowledge of child welfare and immigration related legislation
- Excellent verbal, written communication and organizational skills are essential
- Proficient in Microsoft Office suite, knowledge of Connections
- Bilingual (English/Spanish) a must
