The Illinois Gaming Board is seeking to hire a Labor Relations Officer to work in its HR Division. The individual in this position will work in a collaborative environment and will assist the HR Manager administering and facilitating agreements as well as discussion with unions, employees, and managers. The ideal candidate must have strong interpersonal skills and be able to communicate with both internal and external stakeholders clearly and effectively on a daily basis as well as strong conflict resolution skills. Public Service Administrator, Option 1

Labor Relations Officer

Essential Functions

  • Serves as the Labor Relations Officer, directing and managing labor relations activities for all unit functions, including but not limited to: third level grievance hearings, fourth level proceedings, appropriate discipline measures, and policy interpretations.
  • Provides information and technical assistance to management and staff regarding appropriate discipline measures and procedures, grievances, employee evaluations, proof status, collective bargaining contracts, interpretations of CMS rules and procedures, employee-related problems, etc.
  • Conducts third level grievance hearings.
  • Develops polices related to labor and personnel matters.
  • Serves as the Department's representative at various meetings relating to labor relations issues.
  • Serves as a full line supervisor.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four (4) years of college preferably with coursework in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in a public or private organization in the area in labor relations.

  • Requires proof of current automobile insurance
  • Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  • Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  • Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.


  • Preferred Qualification (In Order of Significance)

    • Prefers three (3) years of professional experience with labor relations principles and practices.
    • Prefers three (3) years of professional experience providing technical information to management regarding discipline, grievances, evaluations, collective bargaining contracts, and interpretation of rules and procedures.
    • Prefers three (3) years of professional experience serving as Department representative at various meetings relating to labor relations, management meetings, and/or negotiations.
    • Prefers one-year professional experience in conducting labor/personnel related training.
    • Prefers three (3) years of professional experience developing and implementing policies and procedures related to labor relations issues.
    • Prefers three (3) years of professional experience developing and implementing training for management and supervisory staff regarding labor relations issues.
    • Prefers two (2) years of professional experience communicating with both internal and external stakeholders, orally and in writing, ensuring detailed and critical analysis of work performed.
    • Prefers three (3) years of professional supervisory experience to include assigning and reviewing work, providing guidance, training to assigned staff, and/or counseling staff regarding work performance.
