Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice psychology followed by two years of experience in psychological research, testing, or counseling.

Incumbents are responsible for the management of an organizational program of complex and specialized psychological services which may include management of an advanced training program for masters and doctoral level trainees, research and program evaluation, staff development training, direct services and/or consultation and administration.

Broad direction from a facility administrator or other professional at a higher level.

Line and/or functional over other Psychologists, Associates, interns and students, interdisciplinary staff or other personnel assigned to the program area.

Job Distinctions:
Differs from the Psychologist 3 by the presence of managerial responsibility for a complex program of psychological services within a region or organization. Complex, in this instance, refers to services that entail more than one distinct functional area.

Examples of Work
ESSENTIAL FUNCTIONS
Specific duties of the Psychologist include, but are not limited to the following:

30% Serve as the Divisional Supervisory Monitor of all CEA hospitals, of which there are currently 4 facilities. This role includes:
-Direction of admissions process including determination of who meets criteria, placement location, and priority order

-Approved continued stay requests based on determination of medical necessity

-Onsite monitoring as needed

-Data collection, analysis, and reporting to ensure the hospitals provide quality treatment to patients

-Review and approve invoices to ensure accuracy

-Work with contractors to resolve issues expediently and effectively

-Work in collaboration with the Medical Director, Director of 24-hour Facilities, ELMHS, and CLSH to coordinate placement for difficult cases who present with needs are beyond the scope of contracting partners.

20% Serve as OBH subject matter expert on forensic matters, judicial commitments, and difficult inpatient psychiatric cases

-Case coordination for adult inpatient psychiatric patients who present with behavioral or treatment needs that make finding placement difficult.

-Assist Child Clinical team on difficult cases requiring placement assistance

-Reviews all petitions for judicial commitment received from facilities statewide to advise LDH legal of appropriateness of placement of patients in LDH custody and advise any further action.

-Management of consumer complaints involving the justice system or inpatient psychiatric placement

-Consult with LGEs and Regional Attorneys to solve problems related to difficult cases and with the statewide Community Forensics Program when cases cross between juvenile and adult legal systems.

-Responsible for providing information to the OBH and LDH administration for budget, legislation, public records requests, public sector meetings, and meetings with judges.

-Provide technical assistance to the Children's Division to ensure the needs of justice-involved youth are met, judges are trained, and services are provided.

-Assist in the development of OBH policies and procedures related to programmatic requirements or dealing with emerging issues related to inpatient hospitals, adult and juvenile forensics, CEA hospitals, and relations with the LGEs. Collaborate in the development of policies and procedures related to statewide forensic services.

-Development and review of year-end outcome reports to evaluate the effectiveness of service delivery and compliance with federal and state plan goals and objectives.

15% direct the 648b evaluation process for evaluating criminal defendants found irrestoribly incompetent for judicial commitment. This is a statewide, court mandated process. Individuals who are determined un-restorable to competency are placed in LDH custody for a
civil commitment evaluation. Duties include:

Direction of two contract physicians to conduct court-ordered evaluations

-Ensure timelines are met and reports are sufficient for court

-Review of report to court and consultation with physicians regarding recommendations

-Coordinate placement and transfers from the Department of Corrections or LGE referrals for follow-up care, as appropriate

-Approve invoices for payment

-Interface with LGEs and LDH attorneys to ensure issues are resolved

-Maintain a database of all 648B cases and compile reports for LDH use when requested

10% direct the highly complex statewide juvenile competency restoration program, mandated by the Louisiana Children's Code for children who are determined to be incompetent to stand trial. This consists of providing direct supervision of Mental Health Program Manager 1-A, who is responsible for managing the competency restoration services statewide, developing annual juvenile competency restoration certification training, assigning restoration cases and functional supervision of competency restoration providers from OBH and the Office for Citizens with Developmental Disabilities located in the 10 human services districts of the state, managing the data
collection system for juvenile competency restoration, providing reports to court and attending court when requested. Duties include:
-Supervise the provision of a juvenile competency restoration certification training for providers statewide as required by the Louisiana Children's Code (La. Ch.C. art. 837.1) to insure an adequate number of certified competency restoration providers.

-Supervise Mental Health Program Manager 1-A in ensuring the juvenile competency restoration program continues to provide exemplary services which may include reassessing and developing new protocols as needed, including revision of curriculum manual.

-Reassesses and develops new protocols as needed, including revision of curriculum manual and provider training materials.

-Review letters and reports submitted to juvenile judges regarding competency restoration.

-Review of data collected on all juvenile competency restoration cases.

-Participate in difficult case reviews for juveniles involved in criminal justice system, assist in facilitating placement and services for youth who come before the court.

-Consult with OBH staff, judges, and others regarding the appropriate placement and treatment of juveniles with mental health issues; participate in meetings with the courts, attorneys, legislators when needed.

10% Oversee Federal Settlement Agreement Compliance for the statewide and highly complex Adult Forensics Program composed of the ELMHS inpatient forensics services, community forensics services located in every region of the state, the Forensic Aftercare Clinic, and numerous contractual forensic residential step-down programs located throughout the state. Duties include:

-Review report for accuracy regarding timeliness and outcomes of assessments for the pre-trial and NGBRI individuals residing in the jail and awaiting hospitalization, frequency and duration of competency restoration sessions, timeliness of receipt of court orders by Community Forensic Services, timeliness of transfer from jail to the hospital or diversion

-Work with ELMHS & Central Office to resolve issues, ensure complete and accurate report is developed. Provide technical assistance -Calculate compliance rate and summarize reason for noncompliance

-Review and final approval of monthly Federal Settlement Agreement Report before submitting to Assistant Secretary, Deputy Secretary and LDH attorney for submission to Federal Court and Advocate Attorney.

-Develop a year end report of Settlement Agreement report data for Central Office.

5% Serve as the Divisional Supervisory Monitor of intermediate care hospitals (CLSH and ELMHS) to ensure that appropriate placements are accessed; patients are discharged when they no longer meet intermediate criteria; admission criteria is followed; the wait list is reviewed weekly to ensure only those needing intermediate care remain on the list; and the time a patient remains on the wait list is decreased. Meets with hospitals monthly to review potential discharges and discuss barriers.

5% Serves as a LDH psychologist on the Department of Corrections Sex Offender Assessment Panel (SOAP) meetings, which requires reviewing sex offender cases and attending regular meetings of the Panel to determine offenders who are Violent Sexual Predators or Child Predators.

5% Perform special projects and other tasks as directed by the OBH Executive Management Team. (e.g., LDH designee on the Interagency Council on the Prevention of Sex Offenses; Represent OBH at meetings, conferences, legislative hearings, with other organizations/entities. Meet with officials of federal, state and local agencies, legislators, professional organizations and interested groups on matters related to assigned programs. Develop and monitor contracts and contract amendments when requested. Assist in the development of RFPs, RFls, MOUs, and CEAs as needed for special projects. assist in writing grants to expand services. Other.
