Join our team and oversee the DOT's department-wide creative communications program as the Public Affairs Operations Chief (DOT Program Chief)! The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

The Public Affairs Operations Chief supervises and manages the Creative Communication Services (CCS) Section within the Office of Public Affairs. This position is a key policy advising position responsible for executive level support for managing, directing and administering DOT's department-wide creative communications program, and provides managerial oversight of creative and technical staff providing services and products to an audience of external and internal customers.

Responsibilities for this position include establishing policies to research, analyze, assess financial impacts and benefits, and provides implementation recommendations to the director of public affairs, Secretary's Office and program areas. This position is responsible for developing performance measures and implementation plans of innovative policies and technologies. This position is responsible for working across the different divisions, bureaus and region business areas to build consensus and support for the overall strategic initiatives; identify and recommend team members and roles; oversee and track the implementation of innovative ideas/pilots; design and lead analysis necessary for best implementation of major new innovative tools and processes that support OPA.

Additional duties of the position include supervision of employees. Supervision may involve any or all of the following:
Business planning and task assignment
Budget planning and review, including tracking equipment maintenance/replacement
Establish and document performance measures
Development and enforcement of business standards
Serve as a liaison for the unit to customers or other business areas
Problem and dispute resolution, especially between staff and customers
Personnel-related tasks, including employee performance reviews
Management of department-wide internal communications platforms
Co-management of OPA media training program
Other supervisory tasks as needed

Salary Information

This position is in schedule-range (81-02) with an annual salary of $83,200-$107,848, plus excellent benefits. A 2-year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

A qualified candidate will have experience with all of the following:
Leading/supervising a mix of professional and paraprofessional staff. Leadership role may have been in an informal (i.e. project leader, team leader, etc.) or formal setting.
Leading a team through a process of initiating a new program for an organization, with organization-wide impact
Serving as a media spokesperson on behalf of an organization
