Loudoun County Department of Family Services seeks a dedicated, professional candidate for its Public Benefits Supervisor role. The successful candidate will join the Public Benefits Unit and the diverse department that envisions better health, safety, and well-being for all. Job Summary

The Public Benefits Supervisor works closely with Loudoun County residents to obtain public benefits as well as with staff to enhance their professional development.
This position is responsible for oversight of the Supplemental Nutrition Assistance (SNAP), Medicaid and Temporary Assistance to Needy Families (TANF) programs. This position would also have a specialty area to oversee, which could include Long Term Services and Supports, Training and Quality Control, Energy Assistance, Refugee Cash Assistance, or Public Benefits Customer Service.
Responsibilities include direct, daily oversight of a Public Benefits team of approximately 6-8 staff who process new public benefits applications and provide ongoing case management for public benefits recipients.
This position is responsible for evaluation of service delivery to ensure State timeliness and accuracy mandates are met through daily report monitoring and case review. This position is also responsible for providing on-site, on-call supervisory coverage for customers that visit and call the agency.
Additional duties include staff training, strategic planning for unit performance, collaboration with community contacts, and supporting staff in their professional development.

  • Knowledge of the principles, methods, techniques, and practices of the SNAP, Medicaid, and TANF public assistance programs.
  • Knowledge of complex public assistance policy sufficient to monitor cases of workers and provide oversight responsibilities for accuracy and timeliness.
  • Skill in developing and making presentations.
  • Ability to provide staff training and assess training needs.
  • Ability to establish and maintain working relationships with clients, co-workers, staff, other professionals, officials, and the general public.
  • Ability to communicate with the public and staff clearly and concisely and with attention to detail, both orally and in writing.
  • Ability to research customer service issues and suggest resolutions.
  • Ability to perform administrative and supervisory tasks.
  • Ability to proactively deal with customer problems and concerns.
  • Ability to remain calm when dealing with difficult clients.
  • Ability to evaluate employee performance and encourage professional development.
Hiring salary is commensurate with experience.
Minimum Qualifications
Bachelor's degree in a Human Services field related; three (3) years of professional experience in a social services public benefits department including one (1) year supervisory experience; or equivalent combination of education and experience.
Preferred:
  • Bilingual in English and Spanish
  • Public Benefits policy knowledge and experience processing SNAP, Medicaid and TANF applications and renewals
  • Supervisor experience overseeing Public Benefits programs (SNAP, TANF, Medicaid, Energy Assistance)


Job Contingencies and Special Requirements

  • This position may be assigned and required to work at an alternate work site(s) to carry out duties that support the needs of the County's residents or employees.
  • May be asked to work beyond regular scheduled workday including evenings and weekends, as required, to perform functions of position for assigned area.
  • Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
  • This position has a telework schedule of up to 2 days per week following 90 days and a successful evaluation of performance.

At times, the Department of Family Services staff must respond to community and or emergency needs caused by inclement weather, natural or human-made disasters, etc. Therefore, in these very rare instances, all DFS staff must be available to work beyond the normal workday to include nights, weekends, and holidays, as required to perform functions of the position and/or situation. In addition, you may be required to work at an alternative worksite(s) within the County to perform duties that support the operational needs of the department.
