Description

This position is responsible for performing specialized educational work in preparing for and presenting fire prevention and fire safety education programs, promoting life safety for the public on behalf of the District and conducting and/or coordinating other community risk reduction programs/services for all age groups.

Supervision
This position has no supervisory responsibilities.
Essential Duties & Responsibilities

This reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.

Prepares annual Goals and Objectives for the Public Education division.

Identifies community risks based on analysis of facts and develops programs to address identified risks.

Defines public education learning objectives and identifies training methods, materials and presentation requirements.

Prioritizes and organizes requests for Public Education program presentations.

Prepares and conducts a comprehensive fire and life safety prevention/education program in elementary school classrooms.

Prepares and presents fire and life safety programs and static displays for civic groups, businesses, and social organizations; researches material, designs handout materials and visual aids.

Prepares necessary reports pertaining to fire and life safety education activities and maintains statistical data.

Identifies key performance indicators and measures results.

Coordinates activities during Fire Prevention Week and other outreach initiatives; prepares station tours and open houses, conducts public presentations, and conducts and/or coordinates various other outreach activities.

Writes, submits and implements approved grants and requests for proposals that are directly related to fire and injury prevention and occasionally other department programs.

Writes and reviews new and updates fire and life safety educational materials, presentations and related materials.

Prepares and justifies the Public Education division's annual budget.

Maintains an inventory of public education materials and tracks budget expenditures.

Identifies needs for special projects and prepares materials and budgets.

Identifies and coordinates District-wide resources for public education programs and presentations.

Purchases training and fire prevention materials, and solicits business contributions of such materials.

Compiles, analyzes and interprets statistical and technical data.

Prepares comprehensive reports for policy makers which includes information addressing educational goals, objective, activities, and possible impacts and outcomes.

Prepares press releases, public service announcements and fire education articles for distribution.

Partners with other local agencies and organizations to achieve common goals and develop a pro-active strategy to address current fire and life safety issues.

Designs, edits, and writes articles for the department's newsletter, the Responder.

Develops content for the Prevention & Education Division's intranet webpage, so that information provided is relevant, useful, and comprehensible for internal customers.

Develops and edits content for the department's public website so the information is timely, relevant and useful.

Represents the District at community events and by serving on various public fire and life safety related committees both locally and statewide

Plans and coordinates designated special events for the District.

May be assigned duties as department spokesperson during emergencies and for special circumstances as assigned.

Works as part of staff in the Emergency Operations Center during major emergencies and disaster operations.

Education and/or Experience

Required
  • Bachelor's Degree in Education, or a closely related field; and
    • Three (3) years of experience as an educator

OR
  • An equivalent combination of education, training and experience which provides for the required knowledge, skills and abilities

Desired
  • Knowledge and experience in preparing, conducting and presenting fire prevention and life safety education
  • Knowledge and experience in developing, coordinating and facilitating community risk reduction programs

Certificates, Licenses and Registrations
  • Teaching certification in Washington (or if certified in a different state, must obtain certification in Washington within one (1) year of hire)
  • Valid Washington State Driver's License in good standing, with maintenance thereafter

Medical & Vision
Medical and vision insurance is offered through the International Association of Fire Fighters Health & Wellness Trust. The benefits are managed by Local 726 and paid for by the District. Medical premiums for employees and their families are covered 100%. Employees and their families are covered on Regence or Group Health Plans.

Dental
Dental insurance is offered through the Washington Counties Insurance Fund (WCIF). Currently WCIF offers two plans to choose from: Washington Dental Service/Delta Dental (WDS) and Willamette Dental.

Local 726 offers WDS Plan D to its members and their dependents. There is a $2,000 per person lifetime orthodontic benefit. The plan summary details the plan covers diagnostic and preventative services at 100% in or out of network, restorative services at 90% for PPO dentists, or 80% for premier or out-of-network providers, and major services at 50% in or out-of-network.

Willamette Dental is a managed care dental plan. There is no annual maximum and no deductible. General office visits have a $10 co-pay. Orthodontia has a $150 co-pay for the pre-orthodontic service, and comprehensive orthodontia is covered for an out-of-pocket cost of $1800. All other services are covered at 100%.

VEBA
A VEBA is a tax-free health reimbursement arrangement. Under the current collective bargaining agreement, the District contributes $1,104 annually to a VEBA for employees with employee-only coverage and $2,208 annually for employees with one or more dependents for each bargaining unit member.

Any monies remaining in the VEBA at the end of the plan year remain in the employee's account.

Section 125 Flex Spending/Dependent Day Care
Participating employees may have dependent care expenses and non-reimbursed medical expenses pre-taxed, meaning these expenses are deducted from your paycheck prior to federal withholding. To sign up and maintain this benefit, a salary redirection agreement must be completed annually during the enrollment period.

Pension
All full-time employees contribute a percentage of their salary to the Department of Retirement, PERS (Public Employees Retirement System) Plans 2 or 3 systems. CPFR also contributes a percentage on a monthly basis to your retirement account. These percentages are set by the Department of Retirement Services each year.

Deferred Compensation
Employees of Central Pierce Fire & Rescue are offered a tax-advantaged retirement plan known as a 457. Like the better-known 401(k) plan in the private sector, the 457 plan allows employees to deposit a portion of their pre-tax earnings in an account, reducing their income taxes for the year while postponing the taxes due until the money is withdrawn after they retire or separate from employment. A Roth version of the 457 plan, which allows after-tax contributions, is also available.

The District currently contributes a set amount per month (4.5% of employee's base wage OR $400 - whichever is greater) to the plan with no matching requirement.

EAP
All employees/members of Central Pierce Fire & Rescue are offered an Employee Assistance Program (EAP). This service is available to you, your family, or anyone residing in your home. The program offers confidential, professional help for drug or alcohol problems, marital difficulties, child and family problems, emotional stress, job stress or any combination of these. The first five (5) visits are at no cost to you.

Employees earn a vacation accrual monthly based on years of service.

Employees are awarded 120 holiday hours on an annual basis.

Employees earn paid sick leave at the rate of seventeen (17) hours per month.

Tool Allowance
Employees in the Shop and Facility divisions are provided a yearly tool allowance ($400 for full-time employees and $150 for part-time employees).

Uniforms and Work Boots
The District will reimburse employees up to $350 annually for the purchase of protective work boots for maintenance shop and grounds/facilities employees.

Basic Life
Employees of the District receive a basic life insurance policy in the amount of $12,000 with premiums paid by the employer. Employees also receive a $20,000 Life and Accidental Death and dismemberment policy through their health insurance plan.
