Minimum Qualifications
Experience:
Broad and extensive experience in the development, analysis, and administration of public health and health care programs and services. Three (3) years of the background and experience must have been in a senior level management or full supervisory capacity. The experience will have included work in the areas fiscal management, personnel management, program development, and grant administration.
Education:
Equivalent to graduation from college with a Masters Degree in Public Health, Health Administration, Public Administration or closely related field.

$700 per month car allowance.
EXPENSE ALLOWANCE
$300 per month for all non-elected "A" Level executives.
COMMUNICATION ALLOWANCE
$150 per month communication allowance.

MANAGEMENT LEAVE
96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).
VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 80 hours).
SICK LEAVE
0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours) per year with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.
HOLIDAYS
Twelve paid holidays annually plus two optional holidays.
BEREAVEMENT LEAVE
Five (5) regularly scheduled workdays.

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION
The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.

- Public Health Care problems and issues and the relationship to develop/operate programs and services.
- Federal, State, and County laws and regulations applicable to public health programs, environmental health, public health laboratory operations, communicable disease control, indigent health care programs, and hospital operations.
- Principles, techniques, and practices of effective business, public health and health care administration.
- Administrative techniques/requirements for securing, maintaining and functioning of grant programs.
- State and Federal funding of health care services particularly for the medically indigent.
- Operating policies and general functions of the State Department of Health Services and CAL-EPA.
- Budget development and expenditure control; Public personnel management.
- Principles and techniques of effective employee supervision, training, development and management.
- Plan, organize, direct, manage, and coordinate the functions and programs of the Department.
- Insure proper enforcement of public health and environmental health statutes, laws, and regulations.
- Provide direction, supervision, and training for Department staff; review their work and resolve problems.
- Develop a budget and control expenditures; oversee the development and administration of grants.
- Be responsible for the development, maintenance, and preparation of public health and health care statistics, medical records, and reports.
- Coordinate assigned activities with community organizations and other government agencies.
- Effectively represent the Health Department in contacts with the public, community organizations, and other government agencies.
- Establish and maintain cooperative relationships with those contacted during the course of the work.
