Graduation from a recognized college or university with a bachelor's degree in nursing, plus five years' public health nursing experience, two years of which were in a supervisory capacity. (Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis for the required non-supervisory experience.)

Graduation from a recognized college or university with an associate in arts degree in nursing, plus seven years' public health nursing experience, two years of which were in a supervisory capacity. Graduation from an accredited diploma school of nursing, plus six years' public health nursing experience, two years of which were in a supervisory capacity. Under direction, plans, develops, organizes, directs, and controls the Integrated Community Referral Evaluation (ICARE) Program.

- Processes referrals received by field EMS clinicians.
- Communicates with clients with unmet needs.
- Provides clients with connections to appropriate county and private resources.
- Monitors systems for client activity and provide updates to all involved agencies.
- Conducts home visits with clients on an "as needed" basis.
- Provides technical assistance for Fire Department personnel on scene with vulnerable clients.
- Represents the Fire Department on various public health committees and work groups.
- Assists in the development, implementation, and assessment of public health nursing programs, policies, and procedures.
- Plans, develops, and implements training and orientation programs for Fire Department Personnel on population health topics.
- Provides advice and consultation to professional staff and agency management regarding public health programs and activities.
- Assists in the planning and preparation of operating and grant budgets. Directs the preparation and maintenance of records, reports, statistics, and related correspondence.
- Establishes and maintains working relationships with officials and professional staff of other agencies and institutions.
- Develops and administers the Quality Assurance program providing quality control for all clinical services provided by the Fire Department and outside contractors, and for other County agencies that have contracted with the department to provide quality oversight.
- Provides administrative and clinical leadership for the achievement and maintenance of national accreditation for the department.
- Provides advice and consultation to laboratory administrators and testing personnel regarding the resolution of technical problems, regulatory compliance issues, and other laboratory requirements.
