Summary
King County's Procurement & Payables (P&P) team is seeking an experienced and motivated Public Records Officer (Admin I) to join our dynamic team. This role is a key position within the Organizational Support & Communications (OSC) team, which plays a vital role in supporting P&P's operational success and ensuring seamless communication and collaboration across King County. This position will follow a hybrid work model, requiring two days in the office at King Street Center.
As an Administrator I, you will provide critical administrative support and serve as the Public Records Officer for P&P, ensuring compliance with public records laws and policies. You will be instrumental in streamlining processes and driving process improvements.

Position Information:
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD's Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. Scope of Job Duties
- Public Records Officer: Act as the Public Records Officer for the Procurement & Payables (P&P) team, managing and responding to Public Records Requests (PRRs) in alignment with the Public Records Act (RCW 42.56). Collaborate with the King County Public Records Program and the Prosecuting Attorney's Office to ensure compliance with regulations and best practices. Stay current on Public Records Act requirements, policies, and best practices by attending relevant training, workshops, and professional development opportunities to maintain expertise and ensure compliance. (50%)
- Administrative Support: Provide high-quality administrative support to the Procurement & Payables team, King County agencies, and suppliers, ensuring smooth and efficient operations. (15%)
- Process Management: Regularly review, maintain, and streamline the Procurement & Payables Admin team's standard operating procedures, ensuring documentation is up-to-date, accurate, and user-friendly. (10%)
- Process Improvements: Identify opportunities for process improvements, contribute innovative ideas, and implement solutions that enhance efficiency and effectiveness within the team. (10%)
- Team Support: Support and mentor other administrative team members and interns, fostering a collaborative and high-performing team environment. (10%)
- Onboarding/Offboarding: Coordinate and oversee all onboarding and offboarding processes for Procurement & Payables team members, ensuring consistency, accuracy, and adherence to County procedures. (3%)
- Bid Protest Tracking: Track and manage all incoming bid protests and appeals, maintaining detailed and organized records. (2%)
Minimum Qualifications
- At least two (2) years of experience in administrative or program support roles, preferably in a government, procurement, or legal environment.
- Familiarity with Public Records Act requirements (RCW 42.56) and experience handling Public Records Requests (PRRs), or a willingness to learn.
- Proven ability to provide excellent customer service to a diverse range of stakeholders.
- Strong organizational skills, including the ability to manage multiple tasks, prioritize work, and meet deadlines.
- Experience in process improvement, including identifying inefficiencies and implementing solutions.
- Strong communication, interpersonal, writing, and customer service skills.
- Intermediate-level proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and other administrative tools.
- Ability to manage time and adapt to changing priorities, work on multiple projects simultaneously, and produce timely, quality work products.
- Ability to work with people from diverse backgrounds.
Preferred Qualifications
- Degree or certification in Public Administration, Business Administration, or a related field.
- Knowledge of procurement and payables processes or experience in a procurement-related role.
- Familiarity with King County policies, procedures, and systems.
- Experience with records retention and management practices or familiarity with King County's records policies.
- Experience with procurement or financial software (e.g. Oracle EBS, Oracle FPC, SAP, or similar systems).
- Experience with LEAN processes and principles.
- Proficiency with SharePoint, MS Teams, and other collaborative online tools.

Position Information:
- Work Site Details: The work associated with this position will primarily be hybrid. In office requirements are set to 2 days per week. These are assigned days of the week. This may change as required by King County business needs and for meetings/events.
- Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- Work Schedule: This position is Non-Exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
