Education and Experience: Ph.D. or Psy.D. in Clinical or Counseling Psychology or a related field and three (3) years of post-doctoral experience in clinical psychological assessments and testing or treatment specialization in public safety, military or law enforcement populations.
Licenses and Certificates: Licensed or eligible to be licensed by the State of Texas as a Psychologist. Valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment.
General Purpose
Under general direction, provides professional psychological services including assessment, counseling, consultation, and psychological education to public safety personnel.
Typical Duties
Performs in-house psychological services for public safety personnel, administration, and families. Involves: Provides counseling and conducts interviews on a short-term basis to gain insight into personal and work-related concerns for public safety employees. Conducts advanced mental health evaluations and post-critical incident counseling services to trauma-exposed populations within the El Paso Police Department (EPPD) and El Paso Fire Department (EPFD). Conducts critical incident debriefings for individuals and groups. Make referrals and conduct follow-up evaluations on individuals identified as needing long-term mental health treatment. Follows-up on results of counseling to determine reliability and validity of treatment used.
Develop and administer psychological screening. Involves: Perform pre-employment psychological examinations (PEPE) on all public safety candidates, individuals being considered for reinstatement (as applicable), and employees who are instructed to participate in a fitness-for-duty evaluation. Develop comprehensive stress management programs for public safety personnel and the Department. Determine if individuals are in satisfactory psychological and emotional health to perform the essential functions of their position. Assess job-relevant, mental, and emotional conditions that may interfere with the safety and/or effectiveness of performance. Administer, supervise, and collect written test battery (MMPI-2) and include objective and psychological job-related assessments.
Develop and implement psychological education programs and classes. Involves: Provide academy in-service training and specialized courses for law enforcement and public safety personnel. Develop and administer behavioral health courses to first responders. Perform outreach and education to public safety personnel on a regular basis. Visits public safety facilities to observe and make recommendations for risk factors and stress management initiatives. Conduct research and analysis on risk trends for public safety populations to improve diagnostic and counseling techniques.
May oversee, plan, direct, and review the activities and operations of the Wellness unit within the EPPD or other relevant support functions. Involves: Supervise and manage, directly and through subordinate supervisors, functions, and sections. Assist high-level Police and Fire Executives in developing organizational and stress management systems for public safety personnel. Coordinates the peer counseling program and other associated mental health programs. Administer compliance with psychological guidelines and practices and Texas Commission on Law Enforcement (TCOLE) regulations.
Represent the department. Involves: Attend various meetings and conferences and interact with a wide range of officials, department directors, coworkers, and the public. Advises city officials and executives promptly of situations or issues that have or could lead to deviation from expected results and recommends appropriate solutions or options. Prepares presentations, proposals, rebuttals, and explanations for the Citizen Advisory Board(s), Civil Service Commissioners, City Council, City Attorney, and other boards or governing bodies as required. Collaborate with other City Departments as needed.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
