Overview
The City of Gresham is seeking a technically minded individual with core knowledge and experience in asset management, data collection, CCTV inspection and operational knowledge of Watershed infrastructure. The successful candidate for this position will work collaboratively with other teammates in our Watershed Operations group in the inspection, maintenance and repair of Watersheds' grey and green infrastructure.

Position Description
What you will get to do:

Asset Management
  • Develop core function templates within Collector & Lucity, Generate work orders for field crews.
  • Perform technical work and research in support of the asset mgt. program.
  • Work directly with IT & GIS to ensure all new infrastructure is imported & updated within Gnet & Lucity.
  • Provide technical assistance for computerized asset management systems, use the system data to provide options for CIP projects & future budget allocations.

Data Management
  • Coordinate the exchange of data & information from field staff & CCTV vans into Lucity and Gnet.
  • Weekly synchronizing of the CCTV vans inspection and GIS databases with the City network.
  • Provide oversight into inventorying and updating our GIS mapping system by field verification of existing pipe / structures.
  • Act as the point person for converting projects & data from Collector into Lucity.

Managing Data collection
  • Act as the lead person for teaching all Watershed OPS staff how to utilize Lucity Mobile in the field for day-to-day data collection.
  • Oversee all aspects of managing GNET, works with other stakeholders to provide needed information upon requests.
  • Act as the point person for gathering information from field staff and making mapping edits as needed, follow up with GIS updates.

CCTV Inspection program & Troubleshooting
  • Oversee all inspection & data collection done by CCTV trucks.
  • Troubleshoot malfunctions of CCTV equipment and software as needed.
  • Coordinate all repairs to CCTV van & equipment, including portable push camera systems.

Information sharing
  • Work directly with the Watershed Engineering group to provide recommendations of repairs needed to City infrastructure.
  • Provide inspection reports and system information to other stakeholders regarding CIP projects and new development concerns.
  • Act as the point person for deciding which pipes will be part of our annual slip lining project and work with leadership on available budget and priorities.
  • Compile and analyze data. Provide data and information needed for the annual NPDES permit.

Other Duties
  • Conduct Final inspections of new infrastructure.
  • Perform technical work and research in the acquisition of new equipment and techniques used within the industry.
  • Respond to and resolve inquiries and complaints, provide information to the public about upcoming projects, impacts, timelines and outcomes.
  • Provide detailed information needed for any Spill response efforts where the City will try to recover costs.
  • Monitor all Watershed OPS "My Gresham" concerns, evaluates them and creates work orders if needed.
  • Work with the Green team to develop work orders and core function templates within Lucity for all Green infrastructure responsibilities.

  • Excellent verbal and written communication skills able to convey needs or additions regarding plan review and or adapting and repairing existing assets to all parties external and internal like engineers, contractors, other municipalities, and our customers.
  • Developed knowledge of watershed operations and safety issues that are associated with the construction, maintenance and repair of the system and the ability to train and communicate these experiences to ensure employee safety.
  • Ability to negotiate, solve and defuse complex problems and complaints both from internal and external customers and stakeholders, while maintaining composure, professional attitude and mannerisms.

Work schedule:
  • The work schedule will be four 10-hour days per week and will be assigned by the Watershed Operations Superintendent according to operational needs.

Qualifications
Knowledge of:
  • Laws, rules, regulations, and ordinances affecting City policies and operations
  • Data gathering, analysis, and research
  • Database creation and maintenance, data extraction, and map generation
  • Principles and practices of project management
  • Techniques for providing a high level of customer service to the public and City staff
  • Communication principles, practices, and techniques
  • Modern office practices and methods, computer equipment, and specialized software applications
  • Experience with CCTV inspection requirements, NASSCO rating systems.
  • Understanding of Asset Management, how to create work orders, manage dashboards, utilize the mobile app. for data collection.
  • Proficient with GIS mapping systems, processes needed for making mapping edits

Ability to:

  • Interpret, apply, and enforce compliance with applicable policies, procedures, laws, and regulations

  • Operate office equipment and technology tools including personal computers, laptop computers and printers, and presentation equipment.
  • Communicate effectively verbally and in writing, present information, proposals, and recommendations clearly and persuasively
  • Physically perform the essential job functions
  • Attend training opportunities, stay up to date on what's happening within the industry and changes with technology & software.
  • Understanding of COG Public works standards, Development Code, ability to perform inspections and write up deficiency lists, provide direction.
  • Operate CCTV equipment and software, field tools, vehicles and equipment necessary to complete inspections.

MINIMUM QUALIFICATIONS:
  • Bachelor's Degree
  • One to Four years of related experience
  • Valid Driver's license
  • Good driving record (according to our driving matrix below)

Required licenses and certifications:
  • CPR/AED and First Aid certification is required within 6 months of hire.
  • Oregon Department of Transportation (ODOT) Flagger certification is required within 6 months of hire
  • NASSCO - National Association of Sewer Service Companies training required within 6 months of hire

Any combination of qualifying education, training, and/or experience equivalent to 5-8 years will be considered.
Preferred Qualifications:
  • Demonstrated experience in Stormwater utility operation.
  • Demonstrated experience with CCTV inspections and software trouble shooting.
  • Three to Six years of hands-on journeyman level experience in field data collection, asset management and or crew lead experience.
  • Knowledge or certification in confined space entry
  • Knowledge or certification in competent person training

Driving Matrix: You will be disqualified from this process if you possess any of the following driving infractions:
  • A major traffic offense or accident that results in death or major injury.
  • Driving under the influence (DUI) offense within the last 5 years.
  • Have more than 3 moving violations within a 3-year period or more than 2 within a one- year period.
  • Have more than 2 accidents within a 3-year period.
