The City of Riverton, WY currently has an opening for a Public Works Director. Under administrative direction of the City Administrator, the Public Works Director oversees, manages, administers and directs all functions associated with the day-to-day and overall operation of the Public Works Department.

Essential Duties & Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
  • Operations:

Identifies, and oversees modifications of operational and procedural policies, procedures and protocols for public works and all utility departs within the City of Riverton. Provides leadership by establishing employee and operational performance measures, goals, and objectives. Identifies and monitors long and short-range departmental goals and objectives. Performs a variety of management and supervisory functions for the following divisions: Streets & Alleys, Sanitation, Curbside Recycling, Weed & Pest, Yard Waste, Parks, Water, Wastewater, Collection & Distribution, and the Airport.
  • Policy:

Conducts research, develops materials and provides reports and/or recommendations regarding public works issues and related matters. Serves as a member on the City Senior Leadership Team. Drafts, composes, reviews, edits and/or revises a variety of written documents, summaries and reports. Establishes and maintains strategic plan for the department.
  • Financial / Budgeting:

Assists with development of the City's capital improvements projects and capital budgeting processes. Oversees departmental budget development, preparation and presentation; provides justification and responds to inquiries. Seek and coordinate funding mechanisms for all assigned departments including but not limited to grants, state allocations, operational revenues, and intergovernmental revenues in cooperation with associated staff.
  • Coordination:

Provides assistance and analysis to the Community Development Department in regards to public works related capital improvement projects. Provides recommendations for solutions on construction/design problems. Provides advice and counsel to City administration regarding public works-related issues and concerns. Coordinate with all appropriate administrative staff to develop financial and administrative documents.
  • Capital:

Develop and maintain capital-planning documents and plan financials associated with assigned departments. Exercise general oversite of public works and utility capital projects through subordinates and direct management.
  • Public Relations:

Represents the City of Riverton and the Public Works Department with a variety of public and City boards, committees, work groups and related organizations. Prepares and presents written and oral reports for internal and external audiences.

Qualification Requirements
MINIMUM QUALIFICATIONS

  • Education Training:

A Bachelor's degree in Engineering, Public Administration, Business Administration, Management or closely related field.
  • Work Experience:

Five (5) years of relevant public works, rural and/or urban infrastructure development and/or maintenance, local government or closely related experience that includes two (2) years of management and/or supervision orany equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
  • Knowledge, Skills, and Abilities Required:

Knowledge of applicable city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. Knowledge of the City's and the Department's policies and procedures. Knowledge of the principles of management and/or supervision. Knowledge of the principles of departmental strategic planning. Knowledge of the principles of public budgeting/budget administration. Knowledge of the legislative process. Knowledge of trends and practices in public works, public infrastructure and related areas.

Skill in reading, understanding, interpreting and applying relevant city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in working within deadlines to complete projects and assignments. Skill in assessing, analyzing, identifying and implementing solutions to extremely complex problems. Skill in establishing and maintaining effective working relations with co-workers, other City employees, representatives from other city, county, state and/or Federal agencies, the news media, general public and/or others having business with the City of Riverton. Skill in operating a personal computer utilizing a variety of software and operating systems/applications. Skill in effectively representing the City and the Public Works Department in a highly visible environment, both with the governing body, the public at large and other volunteer groups.

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

CERTIFICATES, LICENSES, REGISTRATION: Must possess and maintain a valid Wyoming Driver's License and have the ability to be insured under the City's municipal automobile insurance coverage.
