Prepares geographic data collection, acquisition and integration; provides technical, analytical and design support for the operation of the Public Works Geographic Information System (G.I.S.) and Geospatial Asset Management Software.

Work is performed in an office setting, and occasionally outdoors in varied weather conditions with exposure to dust, fumes, airborne particles and/or allergens. Work may require the use of protective clothing, equipment, devices or materials. While performing the duties of this job, the employee may be required to sit; stand; walk; use hands to finger, handle or feel; reach with hands or arms; stoop, kneel, crouch, or crawl; climb or balance; and talk or hear. Ability to lift up to 50 lbs. Clarity of vision at short distance is required. Evening and weekend work may be required. Occasional overnight travel may be required. Primary Purpose
Prepares geographic data collection, acquisition and integration; provides technical, analytical and design support for the operation of the Public Works Geographic Information System (G.I.S.) and Geospatial Asset Management Software.
Essential Job Functions
- Supervises assigned projects, provides instruction and training for employees; makes independent decisions; plans and assigns work; drafts and implements policies and procedures; and assists in budget preparation and implementation of software and hardware procurement.
- Acquires or collects digital geographic data; develops specifications for data layers/products; ensures legal compliance with the use of geographic data; coordinates collection schedules and coverage areas across Divisions; coordinates with other political jurisdictions on collaborative geodata acquisitions; and negotiates and finalizes acquisition schedules and tracks execution/implementation.
- Conducts quality control of data collected in the field by self and other staff prior to publishing.
- Attends and participates in multi-agency regional geospatial integration meetings; attends industry conferences and participates in other pertinent training to keep job skills current.
- Supports vendor and product evaluation; supports contract negotiations for geodata acquisition.
- Assists in the development of procedures for the update and maintenance of the Public Works G.I.S. database; assists in the research and implementation of G.I.S. standards and guidelines; coordinates and documents vendor application scripts or macro programs; and maintains work order Asset and Management system and its users.
- Maintains Public Works map portals along with GIS Department internal and public facing portals.
- Assists and trains users in the creation, operation and maintenance of the Public Works asset management software and collection of geospatial assets; evaluates individual G.I.S. project requirements, implements a work program and monitors progress; develops and applies control procedures to professional service deliverables; and identifies hardware and software systems malfunctions and propose solutions.
- Prepares graphic information and associated tabular data for automation; and operates and provides routine maintenance to large and small format plotters, digitizers and scanning or production devices.
- Maintains a descriptive inventory of G.I.S. data with appropriate documentation and metadata.
- Writes and presents Reviews and Findings for all cases requiring review by Land Use department.
- Assists with Public Works GPS Fleet Management system, answering questions and creating reports.
- Assists other Public Works Divisions in the implementation and collection of assets.
- Ensures regular communication with Director regarding progress of work.
- Attends meetings as a liaison for Public Works.
- Maintains the Santa Fe County Public Works Certified County Maintained Road Lists, road names, lengths and widths, Commission Districts Maintenance Districts, route numbers, and surface types.
- Provides maps and data to Public Works staff, other divisions, and County Commissioners staffs.
- Conducts plat research for property boundaries, easements, and rights-of-way along County roads, trails, parks, and public spaces.
- Assists Traffic Manager with annual road stripping list and assists stripping crew with field locations and pilot car; assists Traffic Manager in administering speed hump resolution and aids with petitioning process; assists Traffic division with maintenance, operation, inventory, and inspections of electronic message boards, driver feedback signs, portable electronic traffic signs, school flashers, and other electronic traffic related devices; and serves in the Traffic Manager's absence.
- Processes Purchase Orders for the Traffic Department.
- Knowledge of the sources of digital geographic data, the methods used and associated accuracy of transforming source data into the County's special reference, and documentation of acquisition methods and accuracies.
- Knowledge of the principles and practice of land surveying, mapping and global positioning systems; of development of quality control assurance procedures and methodology; of cartographic production and design; of computerized data compilation and conversion techniques; of geographic information; of database management systems; and of graphic applications and related software including Lucity, ARC/INFO, ArcView, ArcGIS, ArcIMS, ArcSDE, ArcGIS Server and other GIS software.
- Knowledge of geospatial data collection, using GPS devices and related software, including Trimble and ESRI applications.
- Knowledge of networked workstation computing environments and of cartographic production and design.
- Ability to present project information and reports in verbal and written form; and to establish and maintain effective working relationships with co-workers, consultants, user departments and divisions, public utilities representatives and other government agencies.
- Ability to analyze and provide solutions to geospatial challenges; maintain and manage geospatial assets; and to train user groups.

Minimum Qualifications
- Bachelor's degree in Geography, Land Surveying or Computer Science or a related field with emphasis in G.I.S. and Survey Data Collection, plus four (4) years of professional work experience in G.I.S or Survey Data Collection. Related experience may be substituted at a rate of 30 semester hours equal to one (1) year experience.
