As the Project Manager, you will oversee all aspects of one or more projects or developments and ensure the efficient use of City, State, and regional resources. Your primary focus will be managing the project's scope, budget, and schedule. This role is highly collaborative, requiring you to collaborate closely with City departments, elected officials, State and regional agencies, external contractors, consultants, vendors, and citizens to deliver projects on time and within budget.

Essential Duties and Responsibilities

- Manage all aspects of one or more projects or developments in coordination with City departments, elected officials, state and regional agencies, residents, and outside vendors and contractors.
- Prepare monthly status reports for each project.
- Coordinate with funding agencies.
- Conduct studies and prepare written and oral reports on various subject areas related to the projects.
- Analyze and problem-solve complex issues; investigate concerns, identify issues, assess alternatives, provide information, coordinate resources, and facilitate solutions.
- Represent the City at community meetings and regional forums; develop and maintain cooperative efforts and relationships with public and private agencies,
organizations, associations, and groups.
- Develop a detailed project schedule that includes all significant milestones for approval by City, regional, and state officials.
- Prepare and present reports, compile statistics, and make recommendations to the Public Works Director.
- Apply for appropriate grants and funding and administer the project budget.
- Research, recommend, and direct consultants assisting with various aspects of the project.
- Respond to resident requests for information and complaints and facilitate meetings to address concerns as needed.
- Plan and conduct public involvement processes, forums, and projects. Report results to local and regional decision-makers.
- Supervise, monitor the work progress, and evaluate the performance of assigned personnel.

Knowledge, Skills, and Abilities

-Knowledge of the City, Departments, and Division operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
- Understanding environmental issues, sustainable development concepts, and resource management philosophy.
- Knowledge of principles and practices of budgeting, fiscal management, and project management principles and techniques.
- Ability to effectively utilize the principles of strategic and long and short-range planning.
- Skill in analyzing complex administrative information and issues, defining problems, evaluating alternatives, and recommending methods, procedures, and techniques for resolving issues.
- Ability to research and analyze detailed information and make appropriate recommendations.
- Ability to develop department goals and objectives.
- Ability to plan, develop, implement, and evaluate projects and programs.
- Ability to develop, interpret, and implement regulations, policies, procedures, written instructions, general correspondence, and other department-specific documents.

- Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to think quickly, maintain self-control, and adapt to stressful situations.
- Knowledge of management and supervisory practices & principles, including making final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
- Ability to adapt and take control of situations, responsibly dictating subordinate activities.
- Ability to instruct and train in methods and procedures.
- Ability to organize, assign, and modify others' work assignments, and (re)-establish priorities to meet deadlines.
- Knowledge of current office practices and procedures and the operation of standard office equipment and software.
- Knowledge of computer software including word processing, spreadsheet, database, and permitting applications consistent for this position.
- Ability to perform mathematical calculations required for this position.
- Ability to communicate concisely and effectively in English in both written and verbal form. Bilingual skills are a plus.
- Skill in researching and understanding complex written materials.
- Ability to prepare and maintain accurate and concise records and reports.
- Ability to apply sound judgment and discretion when performing duties, resolving problems, and interpreting policies and regulations.

Desired Minimum Qualifications
  • Associate's degree with major coursework in Civil Engineering, Environmental Engineering, or related fields, or
  • Five or more years of progressively responsible project management experience.
  • Experience demonstrating the ability to make analytical and reasoned judgments on issues of public sensibility.
  • A commitment to public service.
  • Strong interpersonal skills.
  • Strong written and verbal communication skills.
  • Understanding environmental issues, sustainable development concepts, and resource management philosophy.

Licensing and Other Legal Requirements:

A valid WA driver's license, or the ability to obtain one within one month of the hire date, and evidence of a good driving record are required.
