- Provides excellent customer service to both internal and external customers.
- Plans and directs operations of assigned section.
- Interprets and implements programs developed by the Public Works Director.
- Researches, prepares, and presents comprehensive written and oral reports.
- Investigates and resolves citizen complaints that cannot be handled by other personnel.
- Keeps Public Works Director advised of section operations and activities through verbal and written reports.
- Participates and coordinates training and professional growth opportunities.
- Serves as acting Public Works Director, as required.
- Other duties as assigned.
Collections/Landfill Recycling Facilities
- Oversees, solid waste collections, landfill operations including the Hazardous Product Center and Recycling Facilities.
- Negotiates and oversees solid waste and recycling contracts.
- Monitors construction of the Landfill by sequencing the fill plan, site plan, use of alternative daily cover and calculating life at present operating procedures in order to maximize use of asset.
- Establishes a rate model for Collections and Landfill to cover expenses and maintain a healthy fund balance.
Qualifications
MINIMUM REQUIREMENTS
- Bachelor's Degree in related field such as Engineering, Transportation, Environmental Science, Public Administration, Management, Business/Economics, Construction Management.
- Seven years of responsible managerial and administrative experience in area of assignment.
- Five years of supervisory experience.
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
- Subject matter expert in related field to a Public Works program listed above.
- Experience with the Local, State and Federal laws in relationship to program listed above Emergency response training provided by FEMA or any NIMS process understanding.
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver's license.
- Regular attendance is an essential function of this job to ensure continuity.
- Weekend, evening, and holiday work may be required.
- Employees may be designated a take home City vehicle.
- Employees who are designated to take home a City vehicle per the Vehicle Take Home Administrative Policy must live within the prescribed area. The defined as a 12-mile radius from City Hall or 35 miles eastbound, westbound, and southbound from the I-17 and I-40 exchanges, or 10 miles from City Hall along Highway 180 North with a five-mile-wide corridor (2 miles on each side).

- Ability to represent Public Works concerns and matters to Council Members, the City Manager, the media, and governmental regulatory agencies.
- Ability to exercise considerable judgment and discretion and make difficult and independent decisions without supervision.

- Ability to establish and maintain effective working relationships with City staff and officials, and the general public.
- Ability to effectively resolve managerial, administrative, and supervisory problems.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT
- While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee is frequently required to stand; walk and use fingers and hands to handle, or feel. The employee is occasionally required to reach with hands and arms.
- The employee must occasionally lift and/or move up to 50 pounds.
- While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals and outside weather conditions.
