About the Behavioral Health Administration: The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State's 27-65 providers, and licenses substance use disorder service providers. BHA executes the State's federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
Additionally, BHA leads and promotes the State's behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden on providers so that they can focus on service delivery. BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.
This position sits within the Quality and Standards Division within BHA and reports directly to the Grievances and Enforcement Manager. The Quality and Standards Division oversees the licensing and designation activities on behalf of the BHA and receives and investigates grievances submitted to the BHA through complaints and critical incident reporting.

About this Position:
The position assesses and evaluates behavioral health facilities for quality of care, services, and treatment of the patients as well as facility practices through observations, record review, as well as interviews with patients, family members, staff, and outside agency and medical professionals. The position will leverage medical and psychiatric expertise to support provider performance in related areas of compliance and care delivery.
This position serves as an expert within the Quality and Standards Division who works independently or in concert with staff peers to assess the care, treatment, and quality of care provided by behavioral health licensees and designees through observations, interviews, and record review. This position must have specialized clinical nursing experience. Uses expertise, training, and clinical judgment in evaluating evidence and determining based on statutes, regulations, guidelines, policies, and procedures on a case-by-case if compliance is demonstrated. This requires a higher level of evaluative critical thinking and decision-making. This position reflects a high level of autonomy, critical thinking skills, flexibility, and diligence to complete the work required. This position currently has a hybrid work location and is expected to attend in-person meetings as directed to meet leadership and stakeholders. The position requires some in-state travel to conduct on-site investigations.

Education/Licensure/Certification/Experience:
Master's degree from an accredited institution in a field of study related to the work assignment.
AND
Current, valid licensure as a Registered Nurse from the Colorado Board of Nursing or any state participating in the Enhanced Nurse Licensure Compact (eNLC).
AND
Three (3) years of professional experience in an occupational field related to the work assigned to the position
Substitutions
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

- Experience in multiple behavioral health fields (i.e. Substance Use Disorder "SUD" treatment, dispensing Medication Assisted Treatment "MAT" in a Controlled Substance Licensed Program or Opioid Treatment Program, mental health treatment, eating disorder treatment, etc.).
- Experience in multiple behavioral health levels of care (i.e. outpatient, residential, withdrawal management, 27-65, and hospitalization).
- Strong written and verbal communication including experience and ability to write factually accurate, clear, concise, and professional reports.
- Stakeholder engagement and policy experience.
- Experience and skill in utilizing various Electronic Health Record "EHR" systems and paper file systems to conduct chart reviews.
Conditions of Employment:
- Standard Background. ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver's license).
- Must possess a valid, unrestricted U,S, Driver's License
- Travel:: Frequent travel is required for Site Visits within the State of Colorado and to headquarters as needed may be required to complete overnight travel, infrequent extended travel, or travel outside of Colorado.
- Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment.
