Required Services 1. Test Strategy and Planning: o Develop a comprehensive test strategy and plan that aligns with the project goals and timelines. o Define the scope of testing activities, including unit testing, integration testing, system testing, user acceptance testing (UAT), and performance testing. o Identify and document test objectives, test cases, and test scripts. o Experience creating test cases, user scenarios, test scripts o Experience with JIRA is essential. o 2. Test Management: o Coordinate and manage all testing activities throughout the project lifecycle. o Establish and maintain a test schedule, ensuring timely execution of test cases. o Allocate resources and assign tasks to the testing team. Quality Assurance: o Implement QA processes and best practices to ensure the quality and reliability of the Workday ERP system. o Conduct regular reviews and audits of testing activities and deliverables. o Ensure compliance with organizational and industry standards. 4. Defect Management: o Establish a defect management process to track, prioritize, and resolve issues identified during testing. o Collaborate with development and functional teams to ensure timely resolution of defects. o Provide regular updates on defect status and testing progress to stakeholders. 5. Collaboration and Communication: o Work closely with the State's project manager, oversight project manager, business process transformation vendor, system implementation vendor, and other stakeholders to ensure alignment on testing objectives and requirements. o Facilitate communication between the testing team and other functional teams. o Prepare and present test reports and quality metrics to project stakeholders.

Risk Management: o Identify potential risks and issues related to testing and quality assurance. o Develop mitigation strategies to address identified risks. o Monitor and report on risk status throughout the project. 7. Continuous Improvement: o Evaluate and recommend tools and technologies to enhance testing efficiency and effectiveness. o Implement lessons learned and best practices from previous projects to improve future testing efforts. Requirements for Assigned Personnel: Quality Assurance/Testing Lead The selected vendor's resource must have the following qualifications: Proven experience as a Test and QA Lead in ERP implementations, preferably with Workday. Strong understanding of testing methodologies and QA processes. Excellent communication and leadership skills. Ability to work collaboratively in a fast-paced environment The Quality Assurance/Testing Lead shall work with an assigned Project Manager and/or Oversight Project Manager (OPM), from the State Enterprise Project Management Office (EPMO). The State of Vermont's Project Manager and/or OPM shall provide project oversight and guidance on behalf of the State of Vermont in accordance with their statutory obligation to oversee, monitor, and control State of Vermont information technology activities.

Assigned Personnel will demonstrate the required technical skills and reliability to assist the State in completing the project consistent with the Directives of the State, and the objectives set forth in the Project Charter, approved business case or guiding principles and other associated project documents. The contractor will work with the project team to ensure that all deliverables meet the quality standards as defined by the State including that each project be successfully executed and completed on time, within scope, and within budget using State-approved principles as set forth herein. Assigned Personnel must behave and perform in a professional manner. The State may, in its reasonable discretion, require the Contractor to replace any Assigned Personnel who engages in unprofessional or unethical conduct, or engages in illegal activities, underperformance, harassment, discrimination, or generally disruptive or disrespectful behavior, by written notice to the Contractor of the requirement of replacement. The Contractor must use reasonable efforts to promptly and expeditiously replace Assigned Personnel and replace all other personnel within 15 business days of receipt of the written notice unless otherwise mutually agreed. The State's right to request replacement of Assigned Personnel hereunder relates solely to the removal of individuals from work on this SOW Agreement with the State and does not create an employment relationship with the State. Nothing in this SOW Agreement authorizes the State to direct the Contractor's termination of the employment of any individual. The State may choose to work with the Contractor to resolve a given performance issue. Employment Status. The State requires that all personnel assigned by Contractor to perform services under this SOW will be employees (including, for example, payment by Contractor with wages to be reported to the IRS on W2 forms) of the contractor. Such persons are not expected to be engaged or treated directly or indirectly by Contractor as independent contractors. For resource request fulfillment, contractors may present resumes of persons then working as independent contractors, but only with the requirement that they will be engaged by Contractor as its employees before State work can be performed. Accordingly, the Contractor shall be fully responsible for the supervision, management, compensation, and performance of all its assigned personnel, and the filing of any and all returns and reports and the withholding and/or payment of all applicable federal, State, and local wage tax, or employment-related taxes, including, but not limited to, income taxes, gross receipt taxes, taxes measured by income, social security taxes, and unemployment taxes for Contractor and Contractor's employees.
