Description:

PACO Group, Inc. (PACO) is seeking a Quality Manager to support the Washington Metropolitan Area Transit Authority (WMATA) across various capital improvement, rehabilitation, and state of good repair programs. In this role, you will establish, maintain, and continuously improve the quality management framework to ensure projects meet or exceed WMATA's standards and regulatory requirements.
Scope of Work

As the Quality Manager, you will be the primary point of contact for all quality-related activities, including process audits, inspections, documentation review, and stakeholder training. You will collaborate closely with project managers, construction teams, and external vendors to implement best practices in quality control and assurance throughout every stage of project execution.
Key Responsibilities
  • Quality Management System (QMS) Development
    • Design, implement, and maintain a QMS tailored to WMATA's capital improvement and rehabilitation projects.
    • Update quality procedures and documentation to align with evolving project requirements and industry standards.
  • Audits & Inspections
    • Conduct regular quality audits on construction activities, materials, and documentation.
    • Identify non-conformities, root causes, and recommend corrective actions to project teams and leadership.
  • Documentation & Compliance
    • Oversee the preparation and review of quality documentation, including inspection reports, checklists, and certifications.
    • Ensure all quality-related records are accurately maintained and easily accessible for both internal and external audits.
  • Training & Communication
    • Develop and deliver training sessions on quality standards and procedures for project teams and contractors.
    • Communicate quality metrics, best practices, and updates to all relevant stakeholders.
  • Risk Management & Continuous Improvement
    • Identify potential quality risks early in project lifecycles, proposing strategies to mitigate them.
    • Utilize data and feedback loops to drive continual improvement of quality processes and outcomes.
  • Coordination with Stakeholders
    • Work closely with project managers, engineers, and contractors to integrate quality initiatives into project plans.
    • Liaise with external agencies or regulatory bodies as needed to maintain compliance and address any findings.
  • Qualifications
    • Education & Experience
      • Bachelor's degree in Engineering, Construction Management, Quality Management, or a related field.
      • Minimum 5 years of experience in quality assurance/quality control, preferably in construction or large-scale infrastructure projects.
    • Technical Skills
      • Familiarity with ISO standards, quality management frameworks, and relevant regulatory codes.
      • Proficiency in Microsoft Office (Word, Excel, PowerPoint) for report creation and data analysis.
      • Knowledge of project management software (e.g., MS Project, Primavera) is a plus.
    • Communication & Collaboration
      • Strong interpersonal skills for training and coaching diverse teams on quality procedures.
      • Excellent written and verbal communication skills to document findings and engage with project stakeholders effectively.
    • Additional Requirements
      • Valid driver's license preferred.
      • Ability to pass required background checks or clearances.

    Hourly Rate Range: $55-70/hr Commensurate with experience
