Summary
King County Metro Transit's Rail Division has an exciting Track Access Program/Project Manager III Career Service opportunity.

About Metro Transit's Expanding Rail Division
King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service and City of Seattle's streetcar system. Link light rail currently spans a 33-mile route from SeaTac to Lynnwood and a 6.6-mile route from Redmond to South Bellevue. By the end of 2026, light rail is projected to expand to nearly 60 route miles, adding seven new stations. Additional expansions to the Link system will be coming online for years to come.

Work Schedule and Location:
This position is exemptfrom the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. The work week is 40 hours, Monday through Friday, 7:00 a.m. to 3:30 p.m., and may require working a flex schedule when necessary. The work associated with this position will be performed predominantly in a hybrid work environment that is predominately remote telework completed with occasional on-site attendance as needed at Operations and Maintenance Facility Central located at 3407 Airport Way South, Seattle, WA 98134. Some work out of other locations may be required, including the Operations and Maintenance Facility - East at 1925 120th Ave NE, Bellevue, WA and any future Sound Transit Link facilities.

Special Requirement: Must be available to respond to emergent critical needs, or other special circumstances, from 6 AM - 6 PM Monday-Friday.

Job Duties

Applying principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a Track Access PPM III, you will

  • Coordinate King County's Link Light Rail Track Access Permit program, including relevant report preparation, documentation, and information gathering.
  • Facilitate and lead efforts related to permit access requests, review work plans and drawings, attend pre-construction meetings and monitor contractor information and communications to make necessary determinations.
  • Participate in the Track Access Permit program development, process improvement recommendations and other initiative implementations.
  • Conduct technical meetings related to the program.
  • Coordinate work of multi-disciplinary staff
  • Serve as liaison between stakeholders concerning the weekly permit process. Includes managing communication between permit holders, SME stakeholders, and others involved in the process and program.
  • Monitor agency compliance with Rail and Sound Transit standards.
  • Ensures all permit deliverables are issued, distributed, posted and shared as required by SOP.
  • Make recommendations for scope of program.
  • Assign and lead work of other staff.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Three (3) years of experience with program management and coordination.
  • Knowledge of general government principles and procedures
  • Skill in facilitation, coordination and negotiation to engage and ensure timely accomplishment of work goals throughout the agency.
  • Demonstrated excellent written and oral communications and presentation skills, including a range of writing ability that spans writing executive summaries to sharing information with front line employees.
  • Experience in project research methods, data analysis and problem solving.
  • Ability to evaluate, advocate and promote program adherence.
  • Advanced skills in gathering, organizing and analyzing data using Microsoft Office Suite, Microsoft Teams, SharePoint, web-based applications and other technology solutions to support collaboration and workflow management.
  • Skill in working effectively as a lead team member to coordinate accomplishment of tasks.
  • Experience in facilitating online meetings with large and small groups.
Desired Qualifications for the Track Access PPM III:
  • Experience working in the Link Light Rail transit industry.
  • Familiarity with Sound Transit and Link Light Rail business models and practices.
  • Skill in establishing effective working relationships and communicating successfully with diverse stakeholders, including senior management, governmental agencies, staff, and customers.
Necessary Special Requirements
  • A valid Driver's License. If you possess an out-of-state driver's license, you must obtain a WA state license within 30 days of hire.
  • Must be available to respond to emergent critical needs, or other special circumstances, from 6 AM - 6 PM, Monday-Friday.
Work Environment
When onsite, this position may require walking for extended periods of time throughout different Light Rail locations, with exposure to noise, dust, fumes and other industrial environments.

Teleworking Requirement
The work associated with this position will be performed predominantly in a hybrid work environment that is predominately remote telework completed with occasional on-site attendance as needed at Operations and Maintenance Facility Central located at 3407 Airport Way South, Seattle, WA 98134. Employee will have access to shared workspaces at various Sound Transit facilities. Employee must reside in Washington State and within a reasonable distance to their worksite to respond to workplace reporting requirements.

Employee will be provided with a Sound Transit issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
