What you will do:
This role is responsible for managing a variety of municipal real estate tasks, including property acquisitions, easements, rights-of-way, leases, and other real property-related transactions.

Additional job duties and responsibilities:
  • Review and analyze legal and technical documents, including engineering plans, surveys, appraisals, and title reports, and provide well-informed recommendations.
  • Maintain strong working relationships and interact effectively with city staff, property owners, and community stakeholders.
  • Ensure compliance with local, state, and federal regulations related to property acquisition, disposition, and environmental law.
  • Conduct market analysis, review appraisals, and assess property values using current real estate appraisal methods.
  • Handle and maintain confidential and sensitive documents with discretion.
  • Responsible for property management, including appraisal reviews, right-of-way negotiations, acquisitions, easements, leases, and property dispositions.
  • Apply knowledge of condemnation procedures and eminent domain processes when necessary.
  • Lead negotiations for appraisals, leases, and contracts while conducting financial analysis for real estate transactions.
  • Prepare reports, presentations, and recommendations for City Council, Agency Boards, and key stakeholders.
  • Work independently under general supervision while managing multiple real estate projects efficiently.
  • Communicate effectively when presenting at meetings, responding to public inquiries, and managing land redevelopment requests.

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree in fields such as real estate, finance, economics, business, or related field, and three (3) years experience in real property marketing, development or management, preferably in a government environment, or any equivalent combination of experience or training which provides the following knowledge, skills, and abilities in order to perform the essential job functions.
  • Possession of Oregon Real Estate Appraiser Certificate.
