Under general direction, the Recreation Area Manager plans, organizes, oversees, and coordinates the activities and operations of assigned recreational area(s). The Recreation Area Manager is responsible for the operation, maintenance and scheduling of recreation and facility programs. This position administers current and long-term planning activities; manages the effective use of each division's resources to improve organizational productivity and customer service; provides complex and responsible support to the Director of Community Services in areas of expertise; and performs related work as required. The Recreation Area Manager performs professional recreation work in the City and supervision of regular and seasonal/temporary employees.
Receives general direction from the Director of Community Services or assigned supervisor. Exercises direct and general supervision over assigned staff.

Any combination of the following education and experience which demonstrates the ability to perform the duties of this classification.
Experience:
Six years of increasingly responsible experience in recreational programming, or a related field with three years of lead, supervisory, and/or administrative management experience.
Education/Training:
A Bachelor's Degree or equivalent education (i.e., minimum completed California units = 120 semester/180 quarter) from an accredited educational institution with major coursework in recreation administration, physical education, or a related field.
Licenses and Certifications:
When assigned to the Aquatic Center, must also:
Physical Demands
Must possess mobility to work in a standard office and/or recreational facility setting and use standard office and/or recreation equipment, including a computer, to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information.
Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds.
When assigned to supervise the Aquatic Center, must possess the ability to perform work that may involve lifting children through adults in and out of the pool up to 150 pounds or more with assistance.
Environmental Elements
Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.
Incumbents partially work in the field and may be exposed to blood and body fluids rendering First Aid and CPR. While working in the field, incumbents may be exposed to cold and hot temperatures, and inclement weather conditions, and are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Working Conditions
May be required to work various shifts including early mornings, evenings, weekends, and holidays at a variety of City facilities. May be exposed to hot and cold temperatures while working in the field.

Vacation - Annual paid vacation as follows: 0-4 years service = 120 hrs/yr; 5-9 years service = 144 hrs/yr; 10-14 years service = 180 hrs/yr; and 15+ years service = 199.2 hrs/yr. Employees may elect to convert up to 5 days (40 hours) vacation per year to cash on an hour-for-hour basis when they meet certain criteria. Prior Public Service Credit for vacation accruals may be granted for verifiable experience.
Executive Leave - Employees in this group are entitled to 32 hours of executive leave each fiscal year. Executive leave is not be carried over into the next fiscal year, but may be exchanged for compensation equal to 100% of the value at the end of the current fiscal year.
Sick Leave - The City provides 96 hours each year of paid sick leave with no maximum accumulation. There are sick leave incentive and conversion programs available to those who qualify.
Holidays - The City observes 10 holidays and two floating holidays each year.
Flexible Saving Account - These are IRS-approved plans, which enables you to have witheld from your paycheck an amount to cover eligible dependent care, and/or certain eligible medical exspenses without being subject to federal income or social security tax on the income used to pay for these benefits. Employees can opt into either the Dependent care or medical expense accounts.
Life Insurance - The City provides group term life insurance equal to 1 1/2 times annual salary to a maximum of $350,000. Supplemental life insurance for employees and family members is available by payroll deduction at reasonable group rates and is portable.
Short & Long Term Disability -
The City provides short-term disability insurance equal to 66 2/3% of your income (up to $2,516) after a 7-day waiting period if totally disabled due to illness or injury.
The City provides long-term disability insurance equal to 66 2/3% of your income (up to $10,900) after a 90-day elimination period if totally disabled due to illness or injury.
Retirement - Benefits are provided by the California Public Employees Retirement System (CalPERS). Classic CalPERS members - 2% @ 60 formula with employees contributing 8% of regular salary. New CalPERS members - 2% @ 62 formula with employees contributing 8% of salary. Effective July 1, 2013, new members contribute 50% of the total normal cost. Beginning the first full pay period in July 2024, employees considered "classic" members will contribute an additional 1%. The total employee contribution will be 9%. The City participates in Medicare, but does not participate in Social Security.
Health Insurance - Poway provides employer-paid group medical and dental insurance for the employee. For medical plans, the City contributes 100% of the cost for employees enrolled in either the Kaiser or CIGNA HMO plans and 60% of the cost for dependent coverage for both HMO plans. The City also has a CIGNA PPO option, and the City covers the premium costs for employees enrolled in the CIGNA PPO equivalent to what the City covers for employees enrolled in the CIGNA HMO, at every coverage level. For dental plans, employees have a choice between an HMO and PPO plan. Family vision insurance is provided at no cost to the employee. An IRS Section 125 plan (Flexible Spending Account) for reimbursement of medical and dependent care expenses is also available.
Deferred Compensation Plan - Participation in a 457 deferred compensation plan is available to all regular employees and is voluntary with no City matching contribution. The City contributes $106.23 per pay period to a 401(a) deferred compensation plan with vesting on a graduated schedule beginning with 2 years service and becoming 100% vested after 6 years.
Automobile Allowance - Employees in this group receive an automobile allowance equivalent to $160/month. The monthly allowance does not apply to those positions assigned a City vehicle.
Tuition Reimbursement - The City may reimburse the actual cost paid for tuition, books and required technical supplies and equipment up to a maximum of $1,500 per fiscal year for eligible employees receiving a grade of "C" or better in approved courses.

- Manages, plans, organizes, assigns, supervises, and reviews the work of assigned staff in one or more the City's facilities, programs, services, and activities, including aquatics, contract activities, community and/or special events, recreation centers, park facilities, and dock operations; administers multiple recreation and community programs and community special events.
- Manages a variety of citywide recreation program activities for an assigned recreation area, including supervision of programs, staff and facilities' responsibility for a recreation/community center(s) and/or park.
- Assists in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned facilities.
- Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; may assist in selection and promotion process.
- Assists with long range planning and oversees work plan for assigned division.
- Manages and oversees the effectiveness of the recreation program operations, activities, facilities maintenance, and community events and recommends improvements or modifications; oversees and coordinates scheduling of activities, games, and events.
- Prioritizes and allocates available resources; reviews and evaluates service delivery, makes recommendations for improvement, and ensures maximum effective service provision.
- Acts as a liaison to resident committees, community partners, schools, and volunteers to facilitate the delivery of recreation, cultural, and natural resource programs and services; builds partnerships and coalitions.
- Works with community groups and residents in the development and coordination of programs, facilities, use agreements, and leases.
- Develops, monitors, and tracks sponsorships and partner opportunities; develops sponsorship proposals; maintains contracts and negotiates with vendors.
- Assists with development of recreation contract administration and use agreements.
- Evaluates community recreation needs and interests; prepares community surveys; analyzes data and recommends new recreation programs or improvements to meet community needs.
- Implements department operating policies and procedures and monitors for compliance.
- Manages, trains and evaluates a variety of regular and temporary/seasonal staff providing skilled recreation leadership or instruction at recreation facilities.
- Monitors, plans, and lays out maintenance work projects for assigned facilities; monitors and controls supplies and equipment; orders supplies and materials as necessary; prepares documents for equipment procurement; participates in the bid process for maintenance and repair projects.
- Develops and standardizes procedures and methods to improve services; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; and assesses and monitors workload, support systems, and internal relationships.
- Analyzes reports, develops plans, makes recommendations, and implements changes concerning State and other governmental guidelines and regulations that have the potential to impact City recreation services.
- Develops, manages, and evaluates volunteer program; assesses needs, develops and implements volunteer training program on recreation program services; prepares volunteer schedules; maintains volunteer records and statistical data; develops and maintains volunteer manual; develops and implements special volunteer activities.
- Participates in the development, administration and oversight of Division budgets, including grants.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues in coordination with Human Resources; implements discipline in consultation with the Director and Human Resources.
- Documents all incidents involving injury, behavioral problems, and/or any unusual events; communicates as appropriate to the director, parents, and others; maintains all related records.
- Performs complex and difficult customer support and special program work within departmental guidelines.
- Conducts a variety of organizational studies, investigations, and operational studies; prepares reports of findings; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Develops, reviews, and assists with preparation of staff reports related to assigned activities and services.
- Provides highly complex staff assistance to the Director of Community Services.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of recreation; researches emerging products and enhancements and their applicability to City needs.
- Enforces recreational facility safety rules; interprets and applies policies, procedures, laws, codes, and regulations; assists in education about the enforcement of rules and regulations.
- Administers basic first aid and CPR as necessary.
- Attends City Council meetings and/or other Committee or professional meetings and makes presentations as needed.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
- Maintains positive and professional relationships with city staff at all levels across the city organization, as well as with those contacted in the course of work.
- Performs other duties as assigned.
Minimum Requirements/License or Certificates Required
MINIMUM QUALIFICATIONS
