Major Duties

Responsible for the overall operation and management of, the Recreation department within Food, Hospitality, and Recreation Division. This also includes operational oversite of recreational facilities located at various locations within the region. Manages a diversified staff, programs and activities for direct run businesses including, but not limited to, Stepp Stables, Auto Skills Center, Leatherneck Lanes, Pendleton Theater and Training Center, Marine Memorial Golf Course, Recreational Shooting, Recreation Checkout, Information, Tickets, and Tours. Guides the issue of funds, materials and resources needed to carry out extensive and diverse program development in all service locations on a day-to-day basis.

Conceptualizes new business opportunities and promotes programs and activities to increase patronage while identifying trends in keeping with the needs of the customer and properly supporting MCCS. Plans, organizes and manages workloads, internal procedures and resources to ensure maximum productivity and economic growth. Develops phased deployment schedules for various business operations, monitors and manages the accomplishment of multiple, parallel and concurrent, tasks and functions for the successful accomplishment of deadlines and business infrastructure and operational deployment. Prepares internal office financial plans, related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis and initiates corrective action to ensure support of all operating programs of MCCS. Manages new property resources and provides direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives. Makes recommendations, seeks new opportunities and works in coordination with base commanders and other MCCS divisions. Maintains awareness of industry standards and trends while exceeding the needs of the customer.

Properly supports MCCS and adheres to moral and welfare of the active-duty military personnel, their dependents, retired personnel and other authorized patrons. Establishes monthly and annual goals by account and ensures these goals are clearly communicated to the staff, internal and external agencies. Manages profit and loss statements to include operating expenses, payroll and overhead. Responsible for the tracking of all sales and business metrics providing necessary reports to the Director, Deputy Director, or representative, as required. Monitors and supervises the complete, accurate and timely submission of all contracted business reporting requirements.

Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.

Acknowledges customers, asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly.

Develops and ensures implementation of an activity safety program specific to activity requirements in accordance with the Base Safety Program. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action.

Performs other related duties as assigned. Position involves frequent travel to various locations within the region.

Qualifications

Four years management experience in related field or equivalent working experience in the industry. A demonstrated ability to communicate orally and in writing. Ability to prepare budgets, analyze market trends/developments and make recommendations and improvements in operating programs. Must have the ability to demonstrate and apply principles as they relate to MCCS divisions and to the customer service environment. Must demonstrate the ability to deal effectively with superiors, subordinates, peers, vendors and the public. Strong organizational skills and the ability to motivate and coordinate others. Ability to seek and create new marketing concepts that will enhance the corporate image and produce additional revenues for the company. Sound judgment and decision making ability is mandatory.

Must have strong oral and written communication skills. Demonstrates a willingness to implement and support EEO, Reasonable Accommodations, the standards of the Negotiated Agreement, other employee initiative and safety programs. Must have the ability and experience to deal effectively with military personnel. Must possess the knowledge and the ability to prepare statistical reports.
Must file and initial an annual Confidential Financial Disclosure report (OGE form 450).
