Public Health Division, Southwest Region is comprised of eight counties and works to promote health and wellness, improve health outcomes, and assure safety net services for all people in New Mexico.
Why does the job exist?
The federal Bureau of Population, Refugees, and Migration authorized the creation of a refugee resettlement site in Las Cruces, NM in 2021. NM Health is the designated agency responsible for providing domestic refugee health screening services to populations who are eligible according to the Office of Refugee Resettlement guidelines. Reclassifying this position to a Registered Nurse III will ensure that the Refugee Health Program meets funding requirements for providing screening services and newcomers have access to initial screening and healthcare services. Interviews are anticipated to be conducted within two weeks of closing date.
How does it get done?
This position will be responsible for:
- Review copies of international and domestic medical records that are provided by the resettlement agency, Refugee Health Program, or client and determine which medical conditions or concerns to focus on during the domestic refugee medical screening based on the Refugee Health Program protocol and Center for Disease Control and Prevention (CDC) guidelines. The review of these records also provides insight into the outside appointments for which the client will need referrals.
- Assess client for chronic and/or acute medical needs that were identified during the medical record review or that have started since the client was last seen by a medical provider.
- Obtain lab specimens on pediatric and adult clients according to the Refugee Health Program protocol.
- Provide Advisory Committee on Immunization Practices (ACIP) recommended pediatric and adult immunization per Refugee Health Program and Immunization Program protocols.
- Document clinical services, outcomes, and case notes in the Billing and Electronic Health Record (BEHR) and the Refugee Health database.
- Communicate via telephone, email, or in writing with healthcare providers, Managed Care Organization (MCO) care coordinators, other NM Department of Health Programs to provide client referrals for primary care, specialty care, behavioral health, and social support services.
- Communicate via telephone or email with primary care providers, Managed Care Organization coordinators, Public Health Programs, and external providers to coordinate interdisciplinary planning meetings to develop plans of care for clients with co-morbid conditions.

Minimum Qualification
Must possess a current license to practice as a Registered Nurse in New Mexico, or eligibility for such licensure in accordance with New Mexico requirements, or eligibility for a temporary license issued for employment at a specific institution in New Mexico and three (3) years of experience as it pertains to the essential duties and responsibilities of the classification.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Successful completion of HIPAA (Health Insurance Portability Accountability Act), and successful completion of CLIA (Clinical Laboratory Improvements Act) trainings are required within sixty (60) days of employment. Position will require Blood-borne pathogen training and successful completion of CPR (Cardiopulmonary Resuscitation) course within thirty (30) days as condition of continued employment.
Working Conditions
Services are provided in a clinic, auxiliary and community sites, and occasionally in the client's home with potential exposure to communicable diseases with computer usage for a variety of clinic and office functions. Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of office noise, bending, standing and lifting. Ability to lift up to 50 lbs. Services are provided in a clinic with diverse racial and ethnic populations, many who do not speak the English language. May be required to work evening and/or weekend hours at various Public Health Offices.
