Position Summary

ECU Health is seeking an experienced and highly skilled Regulatory and Controlled Substance Pharmacy Manager to lead our efforts in maintaining the highest standards of safety and compliance in regulatory and controlled substance management. In this critical role, the manager will be the primary architect of diversion prevention programs and the frontline defense against controlled substance misuse. By leveraging advanced analytics, staff education, and rigorous oversight, this pharmacist will collaborate across departments to ensure compliance with all federal and state regulations while fostering a culture of safety, integrity, and accountability within the health system.

Responsibilities

Establishes and maintains an effective drug diversion educational program.

Establishes and maintains a comprehensive surveillance and auditing program to detect drug diversion.

Maintains a drug diversion database.

Co-leads the investigation of suspected drug diversion incidents along with HR and Risk Management.

Ensures that internal and external regulatory reporting occurs as required following each drug diversion event.

Chairs the Opioid Diversion Committee.

Develops and maintains up-to-date drug handling and diversion prevention, detection, and reporting policies and procedures.

Collaborates with all relevant departments and serves as a drug diversion resource for all staff.

Presents institutional drug diversion reports to leadership, as appropriate.

Stays abreast of relevant standards and regulations, including those from The Joint Commission (TJC), Drug Enforcement Agency (DEA), Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), Environmental Protection Agency (EPA), and state board of pharmacy.

Minimum Requirements

Must be a licensed pharmacist in the state of North Carolina upon hire.

At least 3 years of hospital pharmacy experience with a strong focus on controlled substance management, diversion prevention, and pharmacy compliance.

Prior experience conducting audits, investigations, and regulatory compliance reviews is highly preferred.

Experience with EPIC or other electronic health records systems, and automated dispensing systems (e.g., Pyxis, Omnicell) is a strong asset.
