What you'll do
Reporting directly to the Network Laboratory Director, the Regional Lab Manager provides internal and external leadership to the Management of Laboratory Services at the assigned subsidiary laboratories.
Regional Manager is directly responsible for overall Technical Operations, Safety and budget, and regulatory oversight from external organizations. Works with Network Supervisors to support their efforts with staffing. Works with the Lab Medical Director and the Network QMS Tech Specialist to assure a robust and effective Quality Management system is place. Assures duties delegated by the Lab Medical Director are fulfilled. Maintains open bi-directional communication as necessary to maintain adherence to regulatory, financial, and customer service requirements.
Works in a matrix relationship with Subsidiary and Network leadership to provide cost effective, quality laboratory services that meets the agreed upon needs of the subsidiary. Represents laboratory services at assigned hospital committees as requested by the subsidiary. In collaboration with the Network Laboratory Supervisors, develops laboratory policies and procedures to assure consistency across the network. Assures implementation of Network Laboratory policies and procedures.

Pay Range
Salary is based on a variety of factors, including, but not limited to, qualifications, experience, education, licenses, specialty, training, and fair market evaluation based on industry standards. The above compensation range represents a good faith belief of the compensation range by Bassett Healthcare Network, and its entities and affiliates, at the time of this posting or advertisement.

USD $102,894.72/Yr.
Pay Range Maximum:
USD $154,342.09/Yr.

- To gather from internal and external sources appropriate data to measure unit performance in the assigned Laboratory as well as to provide information on Laboratory Services to support the corporation's planning requirements.
- Authority - to act to develop objectives, strategies, and tactics for the management of the Laboratory Services of the assigned subsidiary.
- Authority - to recommend and implement as approved to direct the development and implementation of the annual departmental operating plan, including operating and capital budgets, to ensure effective unit performance and contribution to network corporate objectives.
- Authority - to act and implement as approved to plan new systems for the unit which are sensitive to organizational needs and ensure efficient accomplishment of objectives, and to secure resources as necessary.
- Authority - to review and discuss with others before action is taken to develop and maintain a unit management structure, operating procedures and staffing to meet Laboratory needs of the subsidiary.
- Authority - to recommend and implement as approved to provide direction which ensures appropriate distribution of Laboratory resources enabling key services to be maintained and objectives to be achieved.
- Authority - to act to staff appropriate intra and interdepartmental committees related to the effective accomplishment of Network and subsidiary objectives.
- Authority - to act (within the department) / - to recommend and implement as approved (interdepartmentally) to monitor accomplishment of agreed upon objectives at the unit level, objectives; and where appropriate, to institute corrective actions including reallocating resources, reprioritizing and/or recommending modifications to established plans
- Authority - to recommend and implement as approved to monitor performance against annual Laboratory Services operating plans, to institute corrective action where appropriate, and to investigate variance from budget where appropriate.
- Authority - to act to establish and monitor operating performance standards for the assigned Laboratories, which are sensitive to customer needs, and which ensure the effective day-to-day operations of the department.
- Authority - to act to direct the evaluation, development and maintenance of control systems pertaining to human resources, fiscal, and operational management, to monitor use of resources in accordance with plans and budgets, and to provide reports to network laboratory and subsidiary management to assist in their control of these Laboratory resources in their areas of responsibility.
- Authority - to act and recommend actions to others to direct the development and maintenance of administrative policies for the corporation that define limits of Lab Services actions and that provide guidelines for decision making, ensuring compliance with network management directives, federal and state law and regulations, and accreditation requirements.
- Authority - to recommend and implement as approved to identify needs for information or service from the assigned Laboratories in order to accomplish organizational objectives or standards; and to evaluate whether appropriate systems are in place to serve those needs.
- Authority - to review and discuss with others to conduct self in a manner to achieve results in ways consistent with organizational values and to provide a constructive example for other to do likewise.
- Authority - to act to establish timely and effective communications with Laboratory Services staff to keep them aware of important corporate and departmental information and to receive information and insights from them.
- Authority - to act to maintain an active role in the community as a representative of Bassett Healthcare Network and to represent the organization to both internal and external constituent groups in such a manner as to enhance the image of the corporation and to further its objectives.
- Authority - to act to ensure that all areas of the organization receive adequate Laboratory advice, assistance and service that aids them in attaining related objectives, and to be a source of information and understanding for all management, especially senior staff, to increase their understanding and responsibility regarding these issues.
- Authority - to act and to recommend action to others to evaluate, develop and maintain Laboratory Services performance improvement standards and to participate as directed in the Bassett Healthcare Network Performance Improvement Program.
- Authority - to recommend and implement as approved to review and implement approved Network Laboratory Services policies, procedures, plans and activities, ensuring that they are within acceptable standards for the corporation.
- Authority - to act to monitor compliance with policies, procedures and plans, and to institute corrective action as needed, so as to ensure that work methods are within acceptable standards.
- Authority - to act to identify performance issues and to direct corrective action to resolve problems.
- Authority - to act in accordance to the local subsidiary human resource policies and recommendation
- To identify and correct systems/procedural problems which interfere with customer satisfaction or to recommend action be taken when outside of own authority
- Authority - to act and to recommend action to others to develop programs, policies or services which will increase satisfaction of key customers/groups served (patients, physicians, staff, other departments within Bassett Healthcare Network).
- Authority - to recommend and implement as approved to establish methods of identifying levels of customer satisfaction and to use these as a basis for planning and action.
- Authority - to recommend and implement as approved to ensure that all employees in assigned Laboratories know what is to be accomplished in their jobs, what authority they have to accomplish their jobs, whether the results of their performance are satisfactory, and what they can do to improve performance.
- Authority - to act to ensure staffing needs for the department are met by maintaining a pool of per-diem staff, monitoring overtime, monitoring use of unscheduled time off, and revising the schedule as dictated by changes in workload.
- Authority- to act to identify professional development needs for staff within assigned Laboratory Services, to monitor development of staff, and to plan for succession.
- Authority - to act and review with others to ensure that employees in assigned Laboratories possess or are developing the necessary knowledge and skills to perform their work, that a plan of development exists for all employees who seek career growth, and that opportunities for initiative and growth are provided in the context of departmental functions
- To develop laboratory program management, financial management systems and expense control systems to improve profitability of Bassett Healthcare Network laboratory services.
- Authority - to recommend and implement as approved to identify service opportunities through analysis of performance and to direct or recommend, as appropriate, the development of enhancement of programs and services to meet those needs.
- Authority - to recommend and implement as approved to ensure that the program base necessary for Laboratory Services is cost effective.
What we need from you
Education:
- Candidates must be qualified as a Clinical Laboratory Technologist in accordance with New York State Department of Health regulations.
- Bachelor's Degree required
- Master's Degree (MHA, MBA, Scienc-related), preferred
Experience:
- Six years of Technologist experience after BS degree is required.
- Three years of supervisory or managerial experience in a Clinical Laboratory, preferred
Licensure/Certificates:
- Licensure by NYS SED as a Clinical Laboratory Technologist required.
- Certification as a Medical Technologist/Medical Laboratory Scientist (ASCP) preferred.

Physical Requirements:
