Job Summary

The Southeast Regional Manager will lead and manage the team which is responsible for roughly 1,100 units in the south portions of King County and beyond. The Southeast region is comprised of various portfolios each managed by senior/property managers and support staff. The properties are located in Kent, Auburn, Federal Way and 1 site in Olympia in Thurston County. These properties are almost entirely federally subsidized through the US Department of Housing and Urban Development (HUD). The selected individual will plan, direct, manage and review the work that is done in and around the properties in their designated region. Taking responsibility for managing a large staff and multiple properties and rental units in the region, the Regional Manager works with the Senior/Property Managers to review and assess property management, building and asset maintenance, leasing, and legal issues. Other work will include reviewing property staffing, budgets, and operational reporting as well as assisting in the development and implementation of new policies and procedures. When necessary, this role is responsible for approving terminations of resident tenancies.
As proven leaders with demonstrated skill in inspiring others, the Regional Manager will train, coach and direct property managers and office and maintenance staff. Working with and through others, they will ensure compliance with all applicable federal and local regulations.

Work Environment:After initial onboarding, this role will have the opportunity to work remotely up to 20% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.

Essential Functions
- Manages and directs the operations and essential business functions of the Property Management department including unionized maintenance operations of the department to ensure operational excellence and compliance with various laws, standards, rules, and regulations.
- Coordinates with Human Resources to recruit and select department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels and evaluates staff performance; creates staff schedules; develops and achieves high performance and strategic objectives for the department; transfers, promotes, suspends, terminates, and demotes.
- Supervises legal processes and evictions, conducts informal and formal eviction hearings, and attends court proceedings.
- Prepares and presents a variety of operational and other reports relating to region performance, safety and security, occupancy, workload, and labor capacity.
- Meets with community/political official, special interest groups and law enforcement to address housing issues; develops and promotes partnerships with investors for future tax credit conversions to improve cash flow and sustainability of subsidized housing properties.
- Oversees the relations between residents, customers, and management; manages escalations when necessary; provides remedies, negotiates, and/or generates stipulation or settlement agreements.
- Develops and supervises budgets.
- Oversees and supports strategic planning, evaluation of comprehensive needs and projects; manages and supports operations for real estate assets; prioritizes and helps plan construction projects and budgets based on needs assessment, property goals and financial health parameters.
- Ensures compliance with Federal, State, and local regulations and proposes and implements the Authority's Moving to Work (MTW) initiatives; oversees the management of public housing, tax credit, project-based Section *, Section 8, new construction, non-subsidized condominium, and market rate programs and ensures compliance with laws and regulations.
- Conducts physical inspections of assets to ensure that KCHA Maintenance and Curb Appeal standards are met.
- Develops and implements departmental policy and changes; prepares, documents, schedules and conducts trainings; collaborates with leadership to ensure appropriate interdepartmental training as needed or required; implements and directs new processes and procedures.
- Confirms that external stakeholders are partnering as expected with the Authority's interests.
- Ensures legal issues are addressed and resolved to mitigate risk to the Authority for both properties and personnel; oversees emergency preparedness and response; confirms guidelines are adhered to for emergencies, life-safety, criminal activity, and conditions at properties; ensures property management staff adhere to plans/procedures related to hazardous materials.

Required Qualifications:
- Bachelor's Degree AND
- Considerable experience in property management, public housing and/or subsidized housing at a Property Manager level or equivalent role OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
- Supervisory experience and effective supervisory skills to include coaching and mentoring to support employees in achieving Authority and individual goals; demonstrated ability to provide strong leadership in a dynamic, highly regulated work environment.
- In depth knowledge of complex property management issues, trends, principles, practices, and/or other applicable regulated housing programs and Authority policies and procedures.
- Communicates plans and activities with leadership, colleagues, and subordinates in a manner that supports strategies for involvement and accomplishment of mission and outcomes; applies effective written and oral communication techniques to convey clear and timely messages; strong presentation skills.
