JOB SUMMARY

Responsible for managing the daily operations for their portfolio in accordance with company policies, lease agreements, and applicable laws. Reports directly to the Director of Property Management. The Regional Property Manager will assist in the development and monitoring of company policies and procedures related to property management; responsible for recruitment, training, development, and supervision of Property Managers, and shares responsibility for maintaining the physical asset and performance of assigned properties. This position also includes assisting the Director and other supervisors with special projects as needed.

DUTIES AND RESPONSIBILITIES

Primary Responsibilities

Oversee and direct the day-to-day property operations across the portfolio, including direct management of functional line managers (leasing, resident services, maintenance) Establishes and coordinates a communication system involving transaction and activities among Property Managers and the Central Office.
Maximize rental income and control operating costs for each property.
Responsible for monthly review of financial reporting and budget variance analysis; oversee

annual operating and capital expenditure budgeting process with property managers and

owners. Monitors and makes recommendations on budget performance, as necessary.
Oversee, develop, and implement marketing/advertising plans across markets in conjunction

with the Property Manager and Leasing Agents. Makes recommendations

to improve marketing activities; reviews occupancy status; recommends market rent

schedules
Perform regular site visits to ensure smooth functioning and organization of site offices;

perform physical inspections of the properties grounds and buildings. Inspects properties to

ensure the highest standards are maintained; evaluates maintenance, grounds, and

housekeeping operations in areas of efficiency. Conducts periodic inspection of vacant

apartments for market-ready condition.
Work with corporate office to ensure that property management practices are implemented

and followed. Reviews/audits property administrative, accounting, and maintenance areas to

ensure compliance with established policies and procedures; approves all exceptions of

same.
Review with managers and maintenance staff the preventative maintenance program
Work with property managers to recruit, retain and develop staff at all levels -Perform

disciplinary activities. Hires, trains, supervises, develops, and terminates the employment of

those supervised in accordance with company policies and directives; performs performance

evaluations on supervised employees; assists Property Managers with site-level employees.

Approves all new hires, status changes, and terminations for on-site personnel.
Evaluate direct reports on annual basis, or as needed
Responsible for property contracts. Negotiates and/or evaluates contracts and makes

recommendations.
Monitor the processing of work orders, payroll, resident leasing and occupancy status and

purchase orders status
Monitor new residents Leasing and current residents renewal activities.
Oversee RUBS (ratio utility billing system program) to ensure correct billing to tenants
Monitor resident delinquencies and payment of vendor functions at property offices
Monitor internal processes of inventory control and purchasing. Reviews and approves

expenditures within specified budgetary guidelines.
Monitor and assess make ready competeion process, negotiate with vendors if needed to

compete units on a timely basis.
Resolves resident relation issues and concerns
Other related duties as assigned

SKILLS, EDUCATION AND EXPERIENCE
Bachelor's Degree in business or related degree is required; MBA is a plus but not required
6-10 years experience, latest role as Property Manager or Regional Property Manager of at least 1200 units, with scattered site experience preferred
Experience managing staff of minimum 16 persons, along with maintenance and leasing department
Computer skills including internet, e-mail, (MS Outlook) MS Excel, and MS Word.
Proficiency in Yardi is required.
