The Department of Corrections (DOC) is seeking a highly motivated and qualified individual to take on the dynamic role as a Regional Safety Manager (Safety Officer 3) for our Safety Unit. This is a flexible/hybrid permanent position, with the ability to work in a DOC office as needed.

This position reports to the Director of Safety and in furtherance of the agency goal of providing a safe and healthy environment for employees, contract staff, and incarcerated individuals. As a senior level specialist you will review, recommend, develop, coordinate, and administer safety programs for a geographical region which may include prisons, camps, reentry centers, and field offices. Regional Safety Managers provide workplace safety leadership to safety officers, department staff, and managers to develop and administer safety policies, programs, regulations, and procedures to meet department needs. This position exercises decision-making authority and provides leadership functions such as assisting others with complex problem resolution, recommending courses of action, and training other health and safety professionals.

Duties
Key responsibilities of a Regional Safety Manager/Safety Officer 3 include, but are not limited to:
Development and administration of DOC Safety Programs
- Develop, administer, advise and exercise decision-making authority for specifically assigned areas of responsibility.
- Perform program reviews, facility audits, and site visits for the Departments' facilities and institutions.
- Ensure implementation of the Departments' safety/accident prevention program.
- Review accident injury reporting for assigned region.
- Meet with local management to ensure assigned safety personnel are involved as effective members of the safety management team.
- Meet regularly with HR Claims staff to compare and review claims and accident/injury data.
- Prepare and update OSHA logs for the assigned region.
- Review and ensure accident/injury data is accurate and complete on submitted accident/injury reports for assigned region.
- Work with management staff to identify and develop accident prevention strategies to eliminate or control identified hazards.
- Provide leadership, advice and technical expertise to DOC safety professionals who are responsible for analyzing institutional problems and developing strategies for successful resolution.
Complex research and analysis
- Subject matter expert and lead on managing and updating policy and policy related training documents and forms.
- Perform complex research and analysis of data, regulations, and laws and use computer programs.
- Review and stay current with pending regulatory rules in order to make recommendations to update/revise policies, forms and training materials.
- Coordinate and work closely with the Training Development Unit to develop effective training.
- Assist in the implementation of new training curriculum and as necessary provide training for trainers.
- Work with committees and stakeholders to address department needs and recommendations.
- Perform complex research and analysis of safety policies, programs, rules, procedures, and legislation; analyze proposed legislation and make recommendations for program improvement and compliance; use data to form trend analysis to inform policy direction.
Provide leadership for assigned region
- Provide leadership, advice and technical expertise to other health and safety professionals responsible for analyzing organizational safety programs to develop strategies for enhanced safe work practices.
- Mentor and develop assigned staff to maximize skills and effectiveness in the implementation of the local safety program.
- Serve and participate as member of safety audit team on statewide facility audits.
- Responsible for assigned programming element auditing, identifying corrective action items, and other audit duties.
- Participates in agency committees, work groups, and incident management and response teams.
- Represent the agency before external committees, boards, and agencies on matters pertaining to specialty areas.

Qualifications
Required Qualifications:
- Valid driver's license
- A bachelor's degree in occupational safety and health, safety studies, natural science, business or public administration, education or allied fields, from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
AND
- Two (2) years professional experience in occupational safety and health programs.

- Two (2) years as a Safety Officer 2 with the Department of Corrections

- Equivalent combination of education and experience
Preferred/Desired qualifications:
- Four (4) years of experience interpreting and implementing Washington Industrial Safety and Health Act (WISHA) rules and regulations for a public agency.
