MINIMUM QUALIFICATIONS:
Possession of a current Louisiana Registered Nurse license or a temporary permit or multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state to practice as a registered nurse plus one of the following:
Four years of experience as a licensed registered nurse; OR
A bachelor's degree in nursing plus three years of experience as a licensed registered nurse; OR
A master's degree in nursing or public health plus three years of experience as a licensed registered nurse; OR
A doctorate in nursing or public health plus two years of experience as a licensed registered nurse.

Provides second line supervision of nursing services in a clinical, educational, or programmatic setting.
Provides specialized nursing care, i.e. ventilative care, special equipment, triage, or multiple system failures, etc.
Schedules and assigns staff commensurate with patient care needs.
Plans and directs nursing services for assigned areas and coordinates activities with other departments.
Evaluates patient care practices according to established standards and implements quality assurance methods to insure that standards are met.
Participates in research to establish and update standards of nursing practice.
Assists with determining suitable organizational structure and staffing requirements for assigned nursing areas, including professional and nonprofessional employees.
Develops and interprets to other professional and nonprofessional staff area operation policies, procedures and standards of care in accordance with overall hospital and accreditation committee policies.
Reviews staffing roster for assigned areas to ensure adequate nursing coverage of professional and nonprofessional staff.

Supervises the ordering of medical supplies and materials for assigned services.

May in absence of manager, director, and assistant director assume responsibility for supervision of entire nursing department within a facility.
May during weekends, holidays, and after hours assume responsibility for supervision of entire hospital/facility including overall supervision of other departments.
When necessary acts as liaison with families, other facilities, law enforcement agencies concerning patients' admission, discharge, transfer, etc.
Assists instructors with affiliating registered nurse students in patient selection.
PUBLIC HEALTH OPTION:
Serves as supervisor of a large metropolitan parish health unit in establishing short and long- term goals and work planning for any OPH program.
Supervises activities of specific clinics to ensure that patients receive needed services, program requirements are maintained, and appropriate follow-up appointments and treatment are provided.
Serves as technical and consultative Nurse Family Partnership (NFP) expert for multi-site or teams.
Supervises and directs activities of multiple NFP sites including nursing and support staff to ensure that patients receive needed services, program requirements are met and maintained, and appropriate follow-up is provided. Serves as a liaison between assigned NFP teams, statewide NFP management and National NFP personnel.
Provides professional nursing care to individuals, families, and communities in public health program clinics, communities, shelters and/or any additional sites designated for public health services.
Develops and evaluates staffing patterns and clinic schedules to ensure maximum staff utilization.
Assesses performance and efficiency of public health nursing personnel. Plans and evaluates performance and participates in disciplinary actions.
Provides counseling of employees on performance-related issues. Identifies continuing education needs of staff and provides for in-service instruction on public health program requirements, policies and procedures.
Analyzes statistical data in program activities, caseload and program effectiveness to provide specialized training.
Supervises and/or provides care coordination and follow-up of services. Informs families about community resources, supervises and/or provides home visits. Serves as a collaborative resource for services available.
Collaborates with parish, regional and statewide personnel in planning, developing and implementing general and specialized program guidelines and recommendations. Represents OPH and the public health nursing profession to community groups.
Provides environmental health nursing and risk assessments in collaboration with environmental health personnel and regional/state epidemiologists for exposure to environmental risks and disease outbreaks.
Plans, coordinates, implements, evaluates, and communicates public health information, roles, capacities, and legal authority to all parish health unit staff and partners involved with emergency response on a parish level.
Supervises, educates, and provides professional nursing care in response to emergency situations in the community and statewide. Responds to emergencies and public health/bioterrorist threats on a 24-hour basis.
