Seeking an experienced Regulatory Technology Project Manager to lead the end-to-end delivery of regulatory reporting and trade surveillance solutions for major U.S. financial regulators.

Reporting to the Head of Regulatory Technology, the successful candidate will be responsible for overseeing and managing the implementation of Regulatory Reporting and Trade Surveillance projects within the organization delivering primarily for US operations and compliance teams, and some deliveries for other global operations and compliance teams

Providing project support across several teams ensuring open tasks are captured, monitored and actioned. The ideal candidate will possess excellent communication, organisational and people skills, and will be able to work in a fast-paced and occasionally pressured environment.

The ideal candidate will manage the implementation and enhancement of internally built platforms for Regulatory Reporting to the CFTC, NFA, FINRA and SEC, as well as changes to Trade Surveillance platforms such as Scila and SMARTS

Responsibilities

Key Responsibilities

Project Planning and Execution
  • Lead cross-functional teams in the implementation, maintenance, and enhancement of regulatory compliance platforms and trade surveillance systems
  • Manage the full project lifecycle from requirements gathering to deployment for CFTC, NFA, SEC, and FINRA reporting solutions. Coordinate with compliance teams to gather regulatory requirements into technical specifications
  • Oversee configuration and customization of surveillance platforms like Scila and SMARTS to meet US regulatory requirements and business needs
  • Develop and maintain project plans, RAID Logs, timelines, resource allocations, and budgets to ensure effective implementation of regulatory technology projects and deliveries.
  • Coordinate project activities, monitor progress, and ensure adherence to project schedules. Identify potential risks and issues and develop mitigation strategies to minimize project disruptions.
  • Identify and mitigate project risks while ensuring timely delivery of solutions
  • Ensure system testing, validation, and quality assurance processes
  • Assist in the planning and delivery of regulatory changes and coordinate necessary system adaptations

Stakeholder Management
Liaise with internal teams, such as IT, operations, risk, compliance, and legal, to align project objectives and requirements.
Facilitate effective communication between business stakeholders, technology teams, and regulatory bodies to achieve project goals
Communicate project status, risks, and issues to relevant stakeholders and escalate as appropriate

Required Qualifications
  • Bachelor's degree in Computer Science, Finance, Business, or related field
  • 5+ years of experience managing regulatory technology projects in financial services
  • Demonstrated knowledge of U.S. financial regulatory reporting frameworks (CFTC, NFA, SEC, FINRA)
  • Strong understanding of financial markets, trading lifecyle, and compliance requirements
  • Proven track record of successfully delivering complex regulatory technology solutions
  • Excellent project management skills and relevant certifications (PMP, Agile, etc.)
  • Superior stakeholder management and communication abilities
  • Experience managing vendor relationships and third-party integrations

Preferred Qualifications
  • Master's degree in Finance, Business Administration, or related field
  • Experience with trade surveillance platforms (Scila, SMARTS, or similar systems)
  • Professional certifications in compliance or financial regulation
  • Knowledge of market abuse detection and prevention methodologies
  • Familiarity with data analytics and financial data management
