Minimum Qualifications
MINIMUM QUALIFICATIONS:
Two years of experience in rehabilitation instruction, counseling, or evaluation plus one of the following:
A bachelor's degree plus two years of experience in rehabilitation services, social services, human resources, education, therapy services, or nursing; OR
A bachelor's degree in rehabilitation counseling plus one year of experience in experience in rehabilitation services, social services, human resources, education, therapy services, or nursing; OR
A master's degree plus one year of experience in rehabilitation services, social services, human resources, education, therapy services, or nursing.
Job Concepts
Function of Work:
Directs and administers all rehabilitation programs and services that include the general rehabilitation program as well as the blind rehabilitation program, in an assigned region of the Louisiana Rehabilitation Services.
Level of Work:
Manager.
Supervision Received:
Broad direction from Rehabilitation Services Director.
Supervision Exercised:
Direct line over subordinate field staff including: Rehabilitation District Supervisors, Rehabilitation Job Development Specialist, facility administrators in the region--Rehabilitation Evaluation/Training Center Managers 1 and 2, Rehabilitation Sheltered Workshop Managers 1, 2 and 3, Rehabilitation Residential Facility Managers--and regional administrative staff.
Location of Work:
May be used by state agencies with rehabilitation counseling functions.
Job Distinctions:
Differs from Rehabilitation Bureau Administrator by lack of responsibility for a statewide program.
Differs from Regional Manager 2 by responsibility for a region of fifty-nine (59) or fewer employees and supervision of facilities which may include 24-hour residential facility programs.
Differs from Rehabilitation District Supervisor by responsibility for all facilities, programs and services in a region.
Examples of Work
Plans, organizes, directs, and controls programs and objectives affecting all phases of rehabilitation services, which includes blind services, in local offices and facilities within an assigned geographical region of the state.
Recommends and/or approves the appointment, promotion, discipline, or dismissal of staff in accordance with agency, DSS and Civil Service rules for personnel administration.
Directs the work of subordinate supervisory staff and facility managers, providing assistance with handling unique or sensitive administrative problems.
Interprets, disseminates, establishes priorities, and ensures implementation of agency policies and procedures affecting delivery of rehabilitation services.
Works with the state office of Louisiana Rehabilitation Services and other state and local agencies in coordinating programs, services, and special projects.
Represents the agency through participation on committees, councils, task forces and boards which stimulate and guide the development of community interest in rehabilitation.
Initiates and negotiates agreements with individuals, public and private organizations and agencies for the provision of services and administrative matters.
Confers with state and local government officials, United States congressmen, medical professionals, advocacy groups and community leaders to explain the organization and its policies and to promote the philosophy of rehabilitation services.
Assists in the development of proposals providing innovative rehabilitation programs.
Monitors staff development needs assessment and assures that training is obtained in the region for both professional and support staff.
Conducts administrative reviews on appeal cases and mediates consumer/client complaints.
Directs the analysis and evaluation of the service delivery systems to maintain efficient and effective programs.
Prepares the budget for the region by projecting costs, reviewing expenditures and determining adjustments.
Reviews and approves requests for expenditures regarding capital outlay, operating services, office space, equipment, and materials for the region, keeping expenditures for the region within budget.
