Program Description
ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

Role & Responsibilities:
The Release Train Engineer (RTE) is responsible for the execution of the program's Scaled Agile Framework (SAFe) implementation. The candidate will work with the Product Manager, System Architect, and Scrum Masters to implement and improve Agile processes across the ART. The RTE is responsible for gathering metrics to demonstrate progress of the ART toward PI Objective goals and for communicating progress to ECS leadership and the customer. Additional responsibilities include facilitating Planning Intervals, the release schedule, risk management, as well as collaboration and communication across engineering domains, resulting in a releasable, quality, integrated product.
The Release Train Engineer will lead, mentor, and manage a team of Scrum Masters, fostering a culture of continuous improvement and professional growth. Regular performance evaluations, constructive feedback, and career development support for team members are essential. The RTE will lead the Scrum Masters to improve the Agile implementation of our organization, streamlining processes and improving efficiency over the life of the contract.

Specific responsibilities will include:
- Facilitate ART (Agile Release Trains) Events: Organize and facilitate key ART events, including Planning Interval (PI) Planning, ART Syncs, System Demos, and Inspect & Adapt workshops
- Coordinate and Communicate: Serve as the primary point of contact for all ART-related activities, ensuring clear and consistent communication with stakeholders, including Product Managers, System Architects, and Agile teams
- Manage Risks and Dependencies: Identify, assess, and mitigate risks and dependencies that could impact the ART's ability to deliver value
- Drive Continuous Improvement: Foster a culture of continuous improvement by encouraging teams to identify and implement process enhancements
- Support Agile Teams: Provide guidance and support to Agile teams, helping them to adopt and implement SAFe (Scaled Agile Framework) practices
- Coach and Mentor: Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets, promoting a culture of collaboration and continuous learning
- Ensure Alignment: Ensure that the ART's goals and objectives are aligned with the organization's strategic priorities and that all teams are working towards a common vision
- US citizenship required per contract with ability to obtain Public Trust Suitability
- At least 8 years' experience managing software development teams in an Agile development environment. This experience must include holding teams accountable for meeting both functional and non-functional requirements (e.g., scalability, performance, maintainability, usability, security)
- At least 2 years' experience managing software development teams in SAFe Agile, preferably as a Scrum Master and/or Release Train Engineer
- Certified SAFe Release Train Engineer (RTE) 5 or later, or equivalent experience leading ARTs
- Strong understanding of SAFe principles and Lean-Agile practices
- Excellent communication and interpersonal skills, with the ability to work effectively alongside cross-functional teams
- Proven expertise in product release planning and associated deliverable tracking in an Agile environment
- Experience with Agile tools and release management (for example JIRA integration with Confluence, GitHub/Bitbucket)
