Position Overview

The Reports and Assessments Staff Officer will work as a contractor to support the Office of the Under Secretary of Defense for Intelligence and Security Sensitive Activities & Special Programs (SASP).

Job Responsibilities and/or Success Factors
  • Prepare and staff DoD quarterly reports and briefings on DoD sensitive activities to Congress and Executive Branch Senior Leaders. Tasks include collection, compiling, editing, review, approval, production, and delivery of the quarterly report and briefing.
  • Coordinate, convene and facilitate meetings, working groups and the Sensitive Activities Executive Council (SA-EXCON) by preparing and disseminating agenda and read-ahead material, attendee rosters, and meeting minutes.
  • Analyze, and evaluate, large data sets and develop data analytics and data visualization tools to view trends, identify anomalies, inform assertions and conclusions, and provide data-informed assessments, reporting, oversight, and decision-making.
  • Develop, update, and maintain general and specialized data-analytic dashboards using kibana and other data analytic tools in order to satisfy user requirements to interpret historical data, predict future performance, and to drive executive level decision-making.
  • Identify methodologies and statistical methods that find patterns 'and relationships in large volumes of Government classified structured and unstructured data sets.
  • Identify options for external data and/or systems for Government consideration. The primary objective of these data and/or systems will be improvement in the assessment of performance and effectiveness of specific activities or functional areas, or topics. Final measures of performance for identified options will rest with the Government.
  • Support Government-lead and identified production (to include analysis, assessments, reporting, production, and/or briefings) of specific activities, functional areas, and/or topics enabling data informed oversight and decision support for senior DoD and Executive Branch officials, and Congressional Staff members.
  • Support Government product owner/sponsor collaboration with software capability, security developers, and/or program managers with a focus on using Agile and traditional development methodologies to enable and support delivery of data collection, analysis, and reporting objectives into software requirements, considered, and validated by the Government, for capability planning, design, development, and/or other purposes, validated by the Government.
  • Support the development, review, revision, and oversight of strategy, policy, and legislation related to DoD sensitive activities.
  • Maintain historical record file related to sensitive activities reporting and related legislation.
  • Develop, update, and maintain standard operating procedures (SOP) and key references for sensitive activities reporting and assessments.

Education and Minimum Qualifications
  • Must be a US Citizen with an active TS/SCI Clearance.
  • Bachelor's Degree
  • Minimum of 10 years of experience with policy development or policy analysis work within the Department of Defense. Relevant fields could include assessments, operational requirements and risk, or operational planning.
  • Minimum of 3 years of experience producing reports and briefings in DoD or the IC.
  • Minimum of 3 years of experience using data analysis tools to produce reports.
  • Minimum of 3 years of experience preparing reports for Congressional briefings.
