Part One: PROJECT SCOPE & DEVLIVERABLES
1.1 Introduction
For more than 70 years, Diabetes Canada has been leading the fight against diabetes by helping Canadians with diabetes live healthy lives while working to find a cure. Diabetes Canada (DC) funds life-changing research, leads advocacy efforts and supports health care providers and people living with diabetes with education, programs and services.
1.2 Scope of Work
DC seeks to develop and implement a new core learning program for staff. A consultant is sought to assist in meeting this goal. Training for people managers has been prioritized as the first key learning program to be developed. Training would cover approximately 45 people managers staff at the Manager, Senior Manager, Director and Executive Director levels. It will not include individuals at the Senior Vice President level.
Background Information
DC's people managers have diverse levels of leadership experience and prior management training. Some people managers are quite experienced and have had some training, mainly with other employers. Most people managers are earlier on in their people management career and have limited or no prior management training. DC's current performance review program is goal- based rather than competency-based, focusing on annual individual business objectives and alignment with DC's core values.
Other potentially pertinent information includes the following: (a) Skills inventory - DC does not currently have a skills inventory for staff; (b) Existing training - corporate training for compliance, health and safety and cybersecurity is delivered through an external e-learning platform as part of DC's new hire onboarding program. Staff have access to more than 200 courses and learning opportunities through Citation (previously HR Downloads). These courses and learning opportunities cover a wide range of topics, some of which have content pertinent to people management activities and skills.
Proposed Approach
DC's People & Culture team has a proposed approach to the creation and implementation of this new people manager training program.
The suggested steps include the following:
Identify curriculum needs - indicate what training is required for managers based on input from staff, insights from what exists at other organizations and what the consultant deems is appropriate based on their experience. Explain what methods you would undertake to complete your needs analysis and how you would assess the level of skill required for the target audience. Plan content development - prioritize needs identified in (A) across phases (where Phase 1 is most urgent and Phase 3 is less urgent). Outline content to be developed in each phase. Explain what methods/processes that will be used to assist in transfer of new skills. Outline plan to develop content in Phase 1. Phase 1 content creation - execute content development, authoring and/or facilitating the creation of relevant materials. Phase 1 content testing & revision - test with selected staff and others as appropriate the content that has been developed - and make needed revisions based on observations and feedback. Deploy content - rollout new people manager training program.
As the consultant works to understand the organization's training needs, the consultant is expected to examine potential Learning Management System solutions that might enable DC to develop and deploy content more effectively and efficiently across future Phases. The consultant should make recommendations on what platforms DC should consider.
Alternate Approach
The consultant is free to propose an alternate approach to meet the needs of DC. However, the consultant must prepare a submission that reflects the approach outlined above. The consultant can supplement the submission sent to DC by adding an alternate approach if needed. For more information, see 1.3 RFP Response Requirements below.

Each prospective consultant is expected to submit a bid that includes:

The consultant is expected to submit the bid using the guidance provided in the Scope of Work section above. As also noted in the Scope of Work section, the consultant may also append to their bid an alternative approach to this work if the consultant feels that the approach outlined in the Scope of Work section can and should be different. The alternative approach, if expressed, should also include details on the timeline, key milestones and fees.

Please note that DC is a not-for-profit organization, and a registered charity registered. Diabetes Canada has finite resources. We are seeking a vendor with reasonable and competitive pricing.
Part Two: PURPOSE AND CONSIDERATIONS OF THE RFP
2.1 Invitation to Bid
Diabetes Canada invites your organization to submit a Proposal for People Manager Training Program Development based on the requirements, terms and conditions set forth in this RFP. This RFP is intended to enable Diabetes Canada to select a vendor for these services through a fair and consistent process.
2.2 Purpose of this RFP
The purpose of this RFP is to provide Candidates with sufficient information to prepare and submit a Proposal for People Manager Training Program Development
2.3 Candidates
Anyone who submits a proposal in response to this RFP is considered a "Candidate."
2.4 Candidate Selection
Proposals received will be assessed based on the criteria and weighting outlined below:
Strength of the proposed approach: 25% Proposed fee: 35% References: 15% Relevant experience of firm and team: 25%
Notwithstanding the criteria and weighting outlined above, Diabetes Canada reserves the right to do a comparison of all proposals received and evaluate them based on other considerations which, in the sole opinion of Diabetes Canada, would yield to Diabetes Canada the best result, including consideration of information obtained outside of the RFP. In the event that a Candidate is selected for a contract award, that candidate will be chosen on the basis of the greatest perceived benefit to Diabetes Canada, either in the short or long term, and not solely on the basis of lowest price.

The Candidate should note that:
a. only the Contacts above are authorized by Diabetes Canada to amend or waive the requirements of the RFP.
b. under no circumstances shall a Candidate rely upon any information or instructions from Diabetes Canada, its employees, or its agents unless the information or instructions are provided in writing by the Contacts.

Part Four: MANDATORY REQUIREMENTS
4.1 Conflict of Interest Declaration
No member, officer, director, or employee of Diabetes Canada has or will have an interest, directly or indirectly, in the performance of any contract resulting from an award in conjunction with this RFP. The Candidate must complete and sign the Conflict-of-Interest Declaration (Exhibit A) and return the completed form with its Proposal.
4.2 News Releases
The Candidate shall not issue any statements to the public / social media pertaining to this RFP or any agreement awarded under this RFP, without the prior written consent from Diabetes Canada.
4.3 Subcontracting
The Candidate shall not be permitted to assign or subcontract any obligations arising from this RFP without the prior written consent of Diabetes Canada.
