Description:
Duties Description Formulate and carry out complete research plans and identify and explore high impact research areas in relation to the agency's policy and practice initiatives and will ensure that data is used ethically, responsibly, and in ways that help to further agency's core mission. Represent the agency at state and national level task forces, workgroups, and meetings.
Primary responsibilities include but are not limited to: Collaborating with program area executives, senior research staff, and national leaders to identify policy relevant research questions and implement a strategic research agenda for the agency.
Oversight of federal and state reporting requirements; auditing and revision of protocols to align with changing regulations; identifying data system impacts and coordinating change requests; workplan development; and performance monitoring.
Formulating data metrics and tools to support adoption of data driven practice and a continuous quality improvement mindset within programmatic areas.
Coordinate research projects with external partners.
Design and execute creative and sophisticated methodologies to examine complex research questions.
Formulate and implement data management, cleaning, and analysis approaches.
Identify ways to apply predictive analytics and artificial intelligence models to program improvement practices and coordinating with external vendors to support proofs of concept, model development, and on-going utilization.
Interpret research findings and their implications for agency policies, programs, and practices as well as their broader applicability to the scientific field.
Prepare comprehensive technical reports and authoring research papers for submission to professional peer-reviewed journals.
Day to day bureau management, including mentoring, training and supervision of junior research staff, determining Office staffing requirements and hiring decisions, and prioritizing, assigning, and monitoring work.

Minimum Qualifications Master's Degree in Social Welfare, Criminal Justice, Psychology, Sociology other related field, and six years of professional research experience* in the area(s) of child welfare, criminal justice, social work, psychology, sociology, program evaluation or other related field;
*A Doctorate Degree in Social Welfare, Criminal Justice, Psychology, Sociology or other related field may substitute for one year of experience.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
