Job Description:
The Resource Efficiency Manager (REM) provides expert support in developing and implementing a robust energy management program. The REM ensures compliance with energy laws, policies, and directives while optimizing energy and water use across facilities. This role involves identifying and managing energy savings projects, overseeing construction coordination, reviewing facility designs for efficiency measures, and supporting strategic energy and water planning.

Key Responsibilities:
Assist in energy planning and strategy development to align with federal and Army energy mandates.
Support the implementation of energy and water efficiency programs, including compliance tracking and reporting.
Conduct energy audits and feasibility studies using ASHRAE Level 2 standards to identify conservation opportunities.
Analyze utility data, monitor facility energy usage, and recommend efficiency improvements.
Provide technical support for Energy Savings Performance Contracts (ESPC), Utility Energy Services Contracts (UESC), and renewable energy projects.
Support energy resilience initiatives, including micro-grid development, climate strategy actions, and cybersecurity measures for facility control systems.
Engage with utility companies to optimize energy procurement, identify incentives, and ensure compliance with interconnection requirements.
Review new construction and renovation projects to incorporate energy and water efficiency standards.
Assist with energy and water awareness campaigns, staff training, and stakeholder engagement.
Prepare reports, presentations, and documentation to support energy program initiatives.

Required Qualifications:
  • Must have an active CEA or CEM certification.
  • Must be able to obtain and maintain an Active Secret Security Clearance.
  • Years of Experience & Degree Qualification Options:
    • Must hold a four-year technical or engineering degree (preferably in mechanical or electrical engineering) or be a registered Professional Engineer (PE) and have a minimum of 9 years of experience in energy management.
    • Must hold a degree in Environmental Science, business, or a related field and have a minimum of 12 years of experience in energy management.
    • Must hold a two-year technical degree and have a minimum of 15 years of experience in energy management.
    • No formal degree but has a minimum of 18 years of experience in energy management.
